Summary

The Daviess County Fiscal Court opened with a public hearing on a proposed $800,000 Community Development Block Grant for a Habitat for Humanity housing project. The total project cost is about $1 million, with Habitat providing a $200,000 match. No members of the public commented. A resolution to apply is expected at the next meeting.

The court proclaimed March 2023 as American Red Cross Month. The court then approved the minutes, claims, and the sheriff's tax settlement. It also approved a $21,000 contract with JKS Architecture for a comprehensive facility report on the detention center, along with resolutions for a county clerk election equipment grant, a clean water grant for the Jack Hinton Road water main, and the Owensboro Regional Recovery Center CDBG project.

The court approved a Kentucky PRIDE composting grant application for a new wheel loader at the landfill. It awarded five bids: electrical capacity at the courthouse ($209,700), a manure spreader ($92,010), judges' office flooring ($37,895, reimbursed by the AOC), range ammunition ($45,500), and a dozer rental for landfill cell construction.

Personnel actions included seasonal park workers, a promotion to lieutenant and two firefighter/EMT hires. Russell Lynn Wilkie was appointed to the ethics board over one commissioner's no vote. The court also corrected Tom Lilly's hospital board term to a full three years.

During public comment, a speaker presented a petition asking that funding be withheld from the River Park Center over drag shows. Another resident spoke about keeping printed copies of the city and county codes. Commissioners announced a March 31 paper shredding event and a March 14 FEMA flood map open house. The next meeting is March 23 at 5 pm.
