Daviess County Fiscal Court
Meeting of July 11, 2024
Daviess County Fiscal Court Meeting July 11, 2024
Summary
The Fiscal Court opened with a prayer and the pledge, then issued two proclamations: Dust Bowl Basketball Tournament Week (July 19-27, 2024) and David Daniel Day (July 11, 2024), honoring a local graduate headed to Harvard.
The court approved minutes, claims, and the first round of budgeted fund transfers for fiscal year 2024-25, and handled a long list of routine items: a Community Development Block Grant agreement for the Owensboro Regional Recovery Center (up to $200,000), board of assessment appeals payments, a bond counsel engagement letter, the basic emergency operations plan, and a state grant application of $250,000 to offset cost overruns on the Habitat for Humanity Carter community project.
The spay/neuter grant application passed 3-1 after debate. The county will use the grant to spay 26 female pit bulls. Commissioner Marksberry moved to spay 88 dogs instead, citing a lower true cost per animal, but the motion died for lack of a second.
The court also moved the child support office lease from the county to the county attorney's office under a new lease, bought five ballot printing units for the clerk, donated a surplus warning siren to Ohio County, renewed or awarded several purchasing contracts, rejected bids on a used propane fork truck, made several personnel and board appointments, and accepted the county engineer's retirement. A first reading was held on a budget amendment adding $250,000 for a Whitesville sewer project and $1.2 million for a water district waterline project.
In closing comments, one commissioner urged better coordination with the state on economic development after the county was left out of an innovation hub designation, and proposed joint city-county priority setting and use of the economic development fund. Another commissioner praised the airport director and the Cash for Trash cleanup volunteers.
