Commissioners reported on drainage and flood mitigation planning and said the drainage commission will be re-established. One commissioner criticized the animal shelter's move to the It Takes a Village contract and asked the court to take it back, while another defended the arrangement. The court also noted the Cash for Trash program, Operation Green Light, Christmas at Panther Creek, and the Veterans Day parade on November 8.

Each year, the state auditor's office either declines to conduct our annual audit, which would give us approval to select a CPA firm to do so, or they choose to conduct our audit themselves. The state has chosen to conduct the fiscal year 25 audit for Davis County. This is the engagement letter with the state auditor of public accounts to conduct the fiscal year 25 audit for year ending 6:30 of 2025. Since we expensed in excess of $750,000 in federal funds for fiscal year 2425, we must conduct a single audit, which was formerly known as the OM Circular A133 audit, which is the most comprehensive audit type for government agencies. It should be noted we always undergo this type of audit. And though the audit is actually starting later in the year than usual, the state anticipates completion in time for us to comply with our annual bond disclosure requirements. Service items 1 through four for the bid documents are in the total amount of $2,970. Additional services that may be needed are not expected to be in excess of $330. The design fee and ultimate roof replacement are both covered by insurance proceeds that we have already received with any excess necessary handled by insurance supplement. These renovations are minor. They will more or less be wall additions and slight reorientations that will add an office and assist the separation of evidence necessary for the sheriff's office to reoptain its Kentucky Association of Chiefs of Police or KACP accreditation that was suspended in 2023. Service items one through three for the bid documents are in the total amount of $1,900. Additional services that may be needed are not expected to be in excess of $750. And the estimated total cost for this project is far less than what was estimated for their warehouse improvements that would accomplish the same end. Fiscal Court approves these items retroactively at the advisement of the state auditor's office since the sheriff's office does not have the authority to enter into such agreements on its own. And although approval is a ratification of the judge executive signature, the sheriff maintains full authority of all such contracts with his office both in initiation and execution.
