Summary

The Daviess County Fiscal Court met June 16, 2022 and approved every item on its agenda, with each vote carrying.

The treasurer reported a May 31 cash balance of about $64.2 million, with the general fund at roughly $29.3 million. Funds are operating within budget. The court approved the prior minutes, all claims, and end-of-year budget transfers. The transfers, which move money within the budget and do not increase it, cover about $897,505 in the general fund plus smaller amounts in the road, jail, LGEA and solid waste funds.

Administrative code changes were approved. Only jury duty pay above $40 per day must now be turned over to the county. The threshold for requiring three quotes rises from $1,000 to $2,000, and the approval limits for supervisors, department heads and the judge were raised for the first time in about eleven years.

The court approved contracts for nonpublic school student transportation ($75,000 per quarter, trued up annually) and for employee vaccinations with the Green River District Health Department. It awarded the annual limestone, gravel and sand bid to Jaeger Materials. It rejected the only bid for a manure spreader for the landfill farming project, and the item will be rebid in a few months.

The court also approved a road department hire and board appointments to the convention and visitors bureau and the dental clinic. A special meeting will be held June 30 at noon to finalize budget adjustments, and the July 7 meeting moves to July 12 at noon.

  • 3:44

  • 6:14

make sure that we have one of you i'm sure i do okay okay good make sure that happens any other question or comment there being none on favor 65 saying aye opposed motion carries d administrative code amendments motion approved second i have a motion second mr johnson yes judge we have several proposed amendments to the administrative code the first is regarding civil leave for jury duty because employees receive regular wages for jury duty leave they are required to turn over any pay received for jury duty to fiscal court since the amount typically turned over is two minor consideration this amendment sets a threshold that only jury duty pay in excess of forty dollars per day is to be turned over the remaining changes are to our purchasing policies the first is to raise the threshold of requirement for departments to obtain three quotes from one thousand dollars to two thousand dollars for any single expenditure additionally we propose to increase the approval thresholds as shown increasing supervisor maximum approval from five hundred dollars to one thousand dollars

  • 7:28

department head and county judge maximum approval from one thousand dollars to two thousand dollars these two maximum approval changes also change the floor of the next range from a thousand dollars and one penny to two thousand dollars in one penny for the director dual signature approval range these rates have not been adjusted for eight years after review of our purchasing activity over the last few years we believe this will improve departmental efficiency while maintaining the integrity of our internal controls i would recommend approval question or comment one of the things i would say we we did this i think when charlie when you and george and i were first on the commission and we raised it to reflect the increases in material cost labor costs and all those so we haven't done anything for eleven and a half years and it's it's certainly time i would also say that while it sounds like that we can do anything we want between two thousand dollars and nineteen thousand ninety nine dollars just with quotes typically jordan when we get around that ten thousand dollar range i instruct you to bid it we we will go out for bid as opposed to getting quotes because we want to be as judicious in the use of taxpayers

  • 8:42

dollars as as we can be um you know the other thing to pay for jury duty they don't get much to begin with and it's a nuisance try to to try to get that passed back and forth so if any question or comment by the public there being none all in favor signify was saying aye aye opposed motion carries next item e contract with davis county public schools for the transportation of non-public school students second i have a motion and second jim you typically do this so you're familiar with it since you've done it for the last 122 years each year the status county fiscal court and school system entered into a contract as you recall a few weeks ago we went through the steps to be reimbursed from the state for providing the non-public student transportation we passed a resolution and then i sent various documents to the state for us to get reimbursed the last two years we've actually been reimbursed a hundred percent uh in recent years it's normally anywhere from 70 to 90 but lately has been complete this is one of the steps and and making sure that that happens so this is for
