Summary

The court also made board reappointments and personnel actions, including two retirements.
The court held first readings of two ordinances. One is a moratorium on applications for battery energy storage and wind energy projects until June 30, 2027. The other updates the guidelines for accepting roads into the county system and does not affect roads already accepted. Residents raised questions about planning and zoning practices during the moratorium discussion. No votes were taken on first readings.
In closing comments, commissioners promoted Flag Day flag disposal, record 2025 tourism impact, and the July 3 Hometown Freedom Fest at Yellow Creek Park. The meeting then adjourned.

A proclaimed June 15, 2026 as World Elder Abuse Awareness Day. — Commissioner Cassen. Thank you, Judge. Whereas older adults are vital, highly valued members of our society, contributing decades of wisdom, experience, and leadership to our families, workplaces, and communities. And whereas the safety, dignity, and well-being of our senior citizens are fundamental rights that must be protected, preserved, and honored by all generations. And whereas elder abuse, neglect, and financial exploitation are serious, often hidden tragedies that affect millions of older individuals worldwide, crossing all socioeconomic, racial, and geographical boundaries. And whereas preventing preventing elder abuse requires a collective communitywide effort to raise awareness, strengthen support systems, improve reporting, and foster environments where older adults can age with dignity and security. And whereas World Elder Abuse Awareness Day was established by the International Network for the Prevention of Elder Abuse and the World Health Organization to give communities around the globe a single unified voice to oppose the mistreatment of older persons. And whereas by educating the public, recognizing the signs of abuse and empowering our seniors, we can build

a safer, more compassionate society that rejects a aism and protects its most vulnerable members. Now therefore, I, Davis County Judge Executive Charlie Castle, do hereby proclaim June 15th, 2026 as World Elder Abuse Awareness Day. And I encourage all residents to wear purple, learn the signs of elder abuse. Uh but on behalf of the senior community center of Davis County, I'm honored to accept this proclamation recognizing World Elder Abuse Awareness Day. Uh we'd like to thank Judge Castlin and the Davis County Fiscal Court for bringing attention to an issue that affects millions of older adults, their families, and our communities. World Elder Abuse Awareness Day reminds us that every older adult deserves to live with dignity, respect, safety, and independence. Elder abuse, whether physical, emotional, financial, or neglectful, often happens behind closed doors, making awareness, education, and community a essential. Today, we reaffirm our commitment to protecting vulner vulnerable older adults, supporting caregivers, and ensuring that seniors have access to the resources and services they need. We all have a role to play in recognizing the signs of abuse, speaking up when we see concerns, and fostering communities where older adults are valued and respected. As our population continues to age, the responsibility to safeguard the rights and well-beings of older adults becomes even more important. I know u when I was um at one of the grad board meetings uh they did a presentation on it and Davis County is actually one of the higher counties uh that where where people have lost uh funds and I know sheriff you and I have have discussed that we both know people personally that have have suffered losses. Under our fund accounting rules and regulations, we are prohibited from ending the fiscal year having any account line where the actual expense is greater than the budgeted expense. We do not inflate budget estimates to guard against this and instead we budget reasonably and adjust the budget during June meetings with these budget transfers. This is the first round of transfers. All of which are either offset by revenue, another expense reduction, are an approved result of normal operations, or are a special project or item approved by the court. It serves as a tool for the audit to ensure that all employees are being paid the correct rates as approved by fiscal court. Attached is the salary schedule for fiscal year 2627. Mr. Johnson. — KRS 133.02 requires Davis County to have a county board of assessment appeals. KRS 133.030 dictates that each board member shall be paid $100 for each day served. This order of allowance includes the minutes of the board's meetings and directs fiscal court to pay the board members in the total amount of $400 of which the state will reimburse us half. In February of this year, an administrative code committee was formed that proposed changes, clarified language and procedures, and updated sections to the latest guidance and laws. Those changes were presented to court members on May 1st of this year. The final version is presented today with no changes from the original May presentation.
