Summary

The Daviess County Fiscal Court met March 4, 2021. The judge opened with good news on COVID: the county's rate had fallen to 158 cases per 100,000, with single-digit daily cases and vaccinations expanding.

The court approved a resolution for a CDBG-CV (CARES Act) utility assistance application of up to $200,000 for areas outside Owensboro. If awarded, the money would be distributed through a community services agency and could take four to five months to arrive. It can only be used for utility arrears, not bulk fuels such as LP gas, oil or wood.

The court approved a contract with AECOM for a two-dimensional flood analysis of Big Gates and Carter ditches, to support an appeal of FEMA's draft flood maps. A reimbursement agreement with Economic Development Properties Inc. splits the roughly $30,000 cost among the partners. The court also agreed to accept the Whisper Court connector road once the state builds it as part of the KY 54 widening, which will give the subdivision a second exit.

The court awarded five bids and quotes: a vertical garage, the landfill office renovation, a radio interoperability gateway and sign posts. It also hired Gavin Cecil as a road department service tech. A first reading was held on the annual road index update ordinance, with a second reading and vote expected March 18.

The judge announced that an appeal of the rezoning for 128 apartments at Daniel Lane and Hayden Road will be heard April 1. The meeting then adjourned.

2021 davis cain fiscal court meeting i just took my mask off i would inform you that we're all socially distanced uh and have taken all the proper precautions uh before i get started i want to announce that uh when you add in the small number of kobe cases we had today we now have a code rate of 15.8 cases per hundred thousand that's as low as we have been in a long time and i think david you said the single digit that we reported today nine was the lowest since sometimes in september so we're we're moving in the right direction uh you know we're getting lots of folks who are vaccinated those who want the vaccination uh we're hoping that we're going to have be able to roll out another program perhaps next week i just saw the day where they announced where the johnson johnson vaccines which are a one-shot vaccine are going to be so uh let's keep our guard up let's not let things down and let's whip this scourge that's had us inside for the last 12 months too many people have have lost

  • 2:28

their lives before i get started i want to make sure that the public who's watching understands that you may comment on anything that's not on the agenda at the end of the meeting so if you have something you'd like to talk about be formulating that question if you'll send it in to our facebook live broadcast it will get to me and and i will bring them up we are kind of on a delay so there are some items on the agenda that might interest you and you might want to comment on or you might have a question and i will give you some leeway if we push on past that in a reasonable amount of time if david would get a question or comment then i'll bring it i'll bring it back but uh with that being said jenny are you ready yes sir item one consideration for approval eight minutes of the february 18 2021 davis county fiscal court meeting move to proof second i have a motion second commissioners you've all had a copy of the minutes in your possession for some time any additions deletions or corrections the only thing i'm curious about and i should have called jenny and asker but but when we have the public hearings i know it's a separate meeting but do we not do minutes for them

  • 3:43

we don't record them because they're not minutes in the court's record okay they are minutes for the what the public hearing and we in effect have done everything that we're required to do we send those off to whoever asked us to have them okay and i know that they always take a uh have everybody sign him right okay okay uh any other question or comment there being an all in favor signify by saying aye aye opposed motion carries be all claims for all departments motion approved second i have a motion second again commissioners you all had a copy of the bills doing payable by davis county fiscal court in your possession for some time any questions of the treasurer hearing none all in favor signify saying aye i'm opposed motion carries fc contract with eight e-c-o-m for performance of 2-d analysis of big gates and carter ditches jetty i think we skipped c c resolution zero five yes i'm sorry okay resolution zero five i have an outdated agenda i apologize

  • 4:57

i don't have the rest of it oh okay there you go regarding the cdbg cv utility assistance application motion approved second i have a motion second commissioners you've got a copy of the resolution basically what this is it's one of the steps that we're required to do in our application or for our application by grad with the department for local governments uh we as as a county and there are multiple cities those cities that are not entitled cities have the ability to apply for up to two hundred thousand dollars uh in in cdbg funds community development block grant funds it's cares act money and the funds are for utility assistance the uh one of the things that we we don't have to do in gas that sun is whacking me right in the face can you can somebody close yeah no not that one the one direct it's reflecting off of the window in the building across the street oh my lord we put in new blinds and then oh there's a poll to shut them down

  • 6:10

very good uh thank you jordan the uh one of the things about this fund as opposed to the other cdbg grants that we get typically that's for low to moderate income there are no income restrictions on this the only restriction is that you have to be in arrears behind already about ready to be cut off this money can be used outside the corporate limits of the city of owensboro will be used outside the corporate limits of the city of owensboro as i said they are an entitled entity and they've already received these funds outside of the city of whitesville because whitesville has the same capacity as davis county fiscal court to apply for funds so it's a pretty it's pretty good deal 200 000 is the max if we are awarded the grant i see no reason that we want it's it's our intention my intention and i hope the court's intention to then go to auburn community services and have them act as our agent in distributing the funds because they also distribute the low income assistance for heating in the winter and for air conditioning in the summer they

  • 7:24

already have a client base they know how to do it i don't see any need for us to reinvent the wheel so this is this is actually the the same money with that our public hearing was that's correct that is correct yep any other question or comment it's pretty good deal 200 000 won't go very far because i can tell you in my conversation with the what's the new name davis county water district now uh with rwra omu kennergy there there is just a great need uh for this money and and i would see that a lot of this money will go toward water and wastewater because there are not a lot of funds available out there for for that use this this kind of goes hand in hand with the uh relief fund that the uh city and the county contributed to commercial watson serves on that board the coldwood relief fund uh i think you probably read the article today uh in the newspaper when david ross gave a report to the to the city i think we're going to try to get him to do the same thing for the county at least do something that we can

  • 8:38

put on the facebook page uh a lot of need out there and this is just one of those ways that we can can get to it questions good question just yes you said if we do receive this it may take four to five months yeah you know i'm just gauging it things go slow in government and uh but that will not negate the need there's a great need right now and i guarantee you post pandemic for quite a bit there's going to be a need to help these folks so we'll be able we'll be able to utilize the funds that really disappoints me here that that many weeks out because i i was hoping this thing that alderman would be ready to run with it and and and that the people that are in need would would maybe even be coached hey this is coming let's pounce on it renewed because the guy i guess what i'm looking at is that in the in the in the city announced their program i think in april of last year they had to wait till they got the money in their pocket and they were able to distribute the funds in november okay and so i perhaps this will be quicker the fact that they they were an entitled community
