Summary
Grayson County Fiscal Court – December 15, 2022
This was the final regular meeting for outgoing Magistrates Tommy, Kevin, and Damon, with the court handling a heavy load of year-end routine business alongside a few notable items. The court approved minutes, bill payments, budget transfers, and settlements for the county, jailer, sheriff, and clerk, as well as 2023 budgets and bonds for the sheriff and clerk's offices, and reappointed Angel Hayes as County Treasurer and Steve Bratcher as Road Supervisor for new four-year terms.
The court gave second readings and passed two ordinances: one establishing an Alcoholic Beverage Control system (following the local option vote allowing alcohol sales in the Rock Creek and Falls of Rough districts), and one addressing dogs trespassing on private property, amended to include an exception for hunting dogs after input from local hunters. Tony Whalen was appointed as the county's ABC Administrator.
The court approved a $125,000 ARPA fund payment to the City of Clarkson for a new garbage truck, accepted a $2,100 bid from Terry Hayes for two county-owned lots on Lakeshore Road, approved fire hydrant contracts with Edmonson County Water District, and approved applying for USDOT RAISE grant funds and LATCF program funds. The county also approved a $42,000 bid from Dan Powers GMC for a jail transport van and voted to surplus an older van to be donated to the City of Leitchfield's animal shelter.
Much of the meeting's latter half was devoted to heartfelt farewells: outgoing Magistrates Tommy and Kevin, County Attorney Jeremy, and Judge-Executive Kevin exchanged thanks and reflections on their years of service, and the court presented certificates of appreciation to the departing magistrates. New magistrates Brenda, Ben, and Jason Dennis will be sworn in January 29 at 10:30 a.m. at the new courthouse. The court also noted the retirement of longtime county clerk employee Mary and road department dozer operator Ricky Salzman, with a farewell dinner planned for Salzman on December 22.
