Grayson County Fiscal Court Meeting 10.11.2022 · Watch on YouTube ↗
Summary
Grayson County Fiscal Court – October 11, 2022
The court handled routine business including approval of minutes, payment of bills, and reports from the county health board and hospital district auditor. A notable action was the approval of a petition to discontinue a small (0.066 mile) portion of Bethel Cemetery Road, after county road viewers found no public inconvenience would result.
The court approved two homeowners association applications allowing golf cart use on multiple roadways: Rock Creek Landing Property Owners Association and Nolan Lake Estates. Both had been reviewed and recommended by the traffic safety committee.
Judge Executive previewed a draft Alcohol Beverage Control ordinance, required after Rock Creek and Falls of Rough voters approved alcohol-by-the-drink sales in past elections. A first reading is planned for the next meeting. A draft dog ordinance addressing complaints about animals on other people's property was also previewed for future consideration.
A significant decision was made to consolidate fiscal court meetings from twice a month to once a month, on the third Thursday at 5 pm, starting in November, to ease billing and paperwork burdens on county staff.
The court also discussed but did not vote on a proposal to purchase new mowing equipment (tractors and articulating arm mowers) to address ongoing complaints about grass clippings left on roadways after mowing. Magistrates were encouraged to consult with road department staff before any future decision.

- 7:03
Jason okay she passed away as somebody lives back there man that's right two or three yeah but if there's a gate up we're not going to maintain a road that's what I told her I said it'd be all up in the gate if we maintain a use Public Access then then the gate gets taken down yeah okay that's the part of that that's that's just part of nothing right so uh yeah so the answer is no that's what I gave them but I just want to confirm that yeah and you would yeah agree with that yeah okay all right that's all I got angel um no just we're getting prepared for the election that's coming up the online portal to request after State ballast is now open until the 25th of October um are excused early voting will be October 26th 27th 28th and the 31st November 1st and 2nd which will be at the courthouse and then the no excuse early voting will be November 3rd 4th 5th 8-4 at the center on Main that's other than that we're just getting ready to in preparation for the next week
- 8:17
good sounds good bro no Jeremy yes uh I have two homeowners association applications for designation of multiple roadways for golf cart use as you recall when we passed a golf cart ordinance it allowed for homeowners associations who voted or provided their minutes in which a vote was held to request an application could apply for multiple roadways in their um subdivision to be approved for golf cart use those we have two applications one is for Nolan Lake Estates there's multiple roadways and the other is for Rock Creek Landing Property Owners Association and there's five roadways there I'm gonna pass these around the Traffic Safety Committee met yesterday and I was there for the first meeting and they have recommended that we should approve this application they've just noted that you know especially for our first meeting
- 9:31
the road guys uh Stephen Kenny they said you know we you know are we how can we say it's safer golf cart use there's some uneven Services potholes things like that you know but not uncommon for roads like this and so after a lengthy discussion they just we just noted those issues uh in the notes but otherwise they recommended and a lot of these roads are not County roads but we're just giving them permission to operate those golf carts that have permits on that roadway we have stickers for those here inspection stickers bottom myself oh did you yes they're they're with uh once you get an application and inspect it then they're supposed to bring it over your Judge executive's Office and Marianne will get their sticker and walk them okay yeah so they'll come to our office with an application uh your staff has those applications yeah so that need to come to our office to get an application they fill it out and bring it to us we inspect it right they'll yeah they'll come to your place get it inspected once inspections improved they'll come over
