in prayer for we get started be glad too father God we thank you for the opportunity to gather tonight father for this uh physical Court this meeting we thank you Lord that you have U brought us to this time and we thank you Lord that you uh have put in motion and father you have given us the government Lord and we thank you for that we thank you for these elected officials we'd ask you to be with each one of them tonight and father that you might impart to them wisdom and knowledge and God that they in turn Lord might be able to uh Lord as they give plans and direction to the community to the county that Lord that they would represent not only the people but Lord we certainly realize that we represent you as well so we pray God that you would bless them and Lord that uh the the end result is going to be a better place to live not only in Grayson County lville and surrounding communities but throughout the world we'd ask your provisions and your guidance and direction in their life now and we'll give you the praise and glory in Jesus name amen amen thank I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation

under God indivisible with liy Justice for All all right order first thing on the agenda is to approve the minutes from the previous meeting motion motion by Darren and second by B all in favor all right next we need to approve approve the payment of the bills motion by Neil and second by Brian all in favor all right next we have to approve the treasurer's budget transfers as presented motion motion by Brenda and second by Jason all in favor next we've got to approve the treasurer's monthly settlement motion motion by Ben second second by Darren all in favor next we need to approve Treasures quarterly settlement or check approve treasurer's quarterly financial statement uh motion by Darren and second by Brenda all in favor and next we need to approve the jailer's payment of the bills motion motion by Neil and second by Brian all in favor uh next we need to approve

jailer's budget transfers as presented motion motion by Brian second by Ben all in favor and next we need to approve all the set salaries on 911 dispatchers and think Jason's got with you and you all looked over that there any questions make a motion all right motion by Darren and second by Brenda all in favor next we need to approve the sheriff's monthly settlement motion motion by Ben second by Neil all in favor and then we we need to accept the sheriff's 224 excess fees in the amount of $228,900 not they have questions um it is what it is we we're kind of short staff right

now but we're going to be hiring four to five new deputies and we're going to use that money for uh payroll experiences basically he didn't use it in 20124 and he's just going to have to use it in 2025 so there's no questions or discussion anybody I'll make a motion motion by Brian second by Neil all in favor all right next is uh approve the sheriff's fourth quarter final budget update motion motion by Ben second by Jason all in favor and then we need to accept the Grayson County Clerk's 123123 audit Charlie is there anything on that no yall got a copy of it so if any questions second motion by Brian second by Ben all in favor and then we're up to the second reading of the solar energy system installation requirements ordinance sure to the fun stuff yeah uh solar ordinance I wasn't here for the last meeting but I got um information that you guys had question about the setback

um I think that the one I drafted up that was part of the model ordinance was for 2,000 ft away from any adjoining property adj property and somebody had brought up uh whether it could be a TH or if there was a I just wonder what the state was State sit okay so uh I looked into this a little more and I just want to kind of tell you how it set up first of all nobody can build in in any county of Kentucky until they get a construction certificate from the state which is like called the sighting board with that they have a provision in the KRS that's automatically sets certain setbacks and but I'll get to that later as far as there can be waivers for those problem but the setback uh there's a 2,000 automatic foot setback for uh these type facilities um when they adjoin residential neighborhoods hospitals nursing homes or schools ours is more broad it's as any joining property so if somebody's just got a house and some Acres you know that

setback would apply to them too right but when they apply for that the problem is that the sighting board can can wave that that setback and so they can set it at whatever they want allow them to set it at whatever they want but if the county passes uh an ordinance with requirements of a setback then that uh uh that takes prestent over whatever that state minimum is and you can go down or you can go up so we basically set our own rules in that manner so this the model is 2000 for Hospital schools are whatever the and the ordinance that's circulating that a lot of counties have done is 2,000 or I think I've seen less for any adjoining property so what this model off of Christian County Christian County is it 2000 it's 2000 yeah I'm like a motion we pass it well we need to do we need to have a second reading of there uh yeah so with that discussion um the second reading in

summary is once again this is an ordinance establishing L your requirements in Grayson County for um a solar farm or as they call it a merchant Electric generating facility uh specifically the seller type and it goes through uh what it regulates a large scale Energy Systems and then intermediate scale Energy Systems not your smaller ones and it provides that there's to be coverage uh with vegetation such as trees there's supposed to be a fence and there's uh it gives rules about you know when they shut down there decommissioned and how they're supposed to destruct that uh and also most importantly the setback which is obviously the biggest concern to any citizen that happens to be next to a property that one of these is built which we cannot prent but it does we are able to regulate that so that we do have uh a site board approval for one to go in then then we have some control
