Grayson County Fiscal Court Meeting 09.10.2026 · Watch on YouTube ↗

Summary

The Grayson County Fiscal Court handled a long list of routine and end-of-quarter business, including approving minutes, payment of bills for the county, jailer, and sheriff, several budget transfers and monthly settlements, and setting multiple 2026 tax rates (Board of Education real/personal property, motor vehicle/watercraft, and utility taxes; public library real property and motor vehicle/watercraft taxes; Caney Creek and Big Reedy Creek watershed district taxes). All of these routine items passed unanimously with little discussion.

The court also appointed Leanne Majors to the Grayson County Public Library Board of Trustees to fill an expiring term, accepted the Big Reedy Creek Watershed annual financial report, and approved a late-submitted watershed tax rate that arrived after the agenda was finalized.

Under new business, the court approved hiring two replacement employees for the road department after magistrates spoke with road supervisor Steve Bratcher, and approved payment of additional bills that came in after the agenda was set. The court also reviewed three bids to erect the metal building (red iron) for the new farmers market on Route 62 and voted to accept the lowest bid, about $160,000 from Bratcher Construction, a local company.

The most substantive discussion of the night concerned a proposed ordinance to allow UTVs/ATVs on county roads, a topic first raised back in July. Magistrates reported mixed feedback from constituents, expressed safety concerns about high speed-limit roads, and noted uncertainty about how the city of Leitchfield's own rules might interact with any county ordinance. After discussion, a magistrate moved to bring the ordinance to a vote rather than send it back for further drafting. The vote failed, with five magistrates opposed and only one in favor, meaning UTVs/ATVs remain not authorized on county roads for now.

The meeting closed with a motion to adjourn.

afternoon, also. So, it's Motion by Brenda, second by Jason. Excuse me. All in favor? Any opposed? And then we also had the bids in the paper. And we've got three bids uh to uh to erect the red iron for the farmers market building over on 62. And we had three bids. And one was uh We opened them up yesterday at I think it was 11:00, 12:00 or Whatever it was in the paper. I think it was 12. And uh one of them was $228,286. This is labor only to erect the building cuz we've done purchased the building, so. And this is metal inside, outside, insulation. All the labor to to build that complete building. Uh another one was $243,580. And another one was $160,000. And we compared all those, and every one of them's apples-to-apples, exactly the same thing that they was going to supply. So, as for the supply of the

  • 7:30

labor as far as putting insulation in, doing the inside work, and doing the outside work, and also the roof and everything. So, — I'll make I'll make a motion to take the cheapest bid. — All right. That make a motion by Darren and second by second by you did you second by Ben all in favor? And that is the 160 is Bratcher Construction. And they're here in town. Josh Bratcher is who got that is who got that bid. So old business old business Okay, old business under this UTV ordinance has been brought up back in July I think was the last time that we spoke of it. And what we wanted to do some research on the KSP for staff crash statistics

  • 8:43

and that type thing and apparently they don't have anything just yet that's sort of numbers that they can give out I guess cuz it you know it's so new but uh anyway I said you all probably need to go out and talk to some of your constituency about you know what what you what you want to do and uh some of the guys that came down I asked them I said you probably ought to get with the city too because it's going to create create a problem if we pass something in the county and the city doesn't pass something because nobody's going to stop at the city limits and get off and walk. So that's why we had initially said you probably ought to get with them and see what their plan is and see what their you know see what their idea is and and apparently they went down there I talked to the mayor uh I think it was Tuesday, maybe yesterday, Wednesday, I guess. And um They was wanting to get with everybody and see exactly what we was going to do. So, uh If you want to get with some of the uh uh some of the council members, I mean, you

  • 9:57

know, you could. You know, and talk to them, or we could just go ahead and and make a motion and either vote it up, vote it down, have Jeremy write up an ordinance if we decide to pass one. You know, it's completely up to you all. So, I mean, you all talked to the people, I'm sure. And I've talked to a few that's wanted it, but I've honestly talked more that probably don't. So, — I've got more people that don't want it, especially around the lake. — Me, too. I mean, and and besides that, I can't. You know, I've got a problem with a kid getting killed on one or something like that. Uh — I think well, the city's got a 35-mph speed limit, you know, these things are going to be on a 55-mph road, as well. So, out in the county. — And it's my understanding, you know, farmers can already go ahead and use these. If we do pass it, they're going to have to — What's the law as far as the farmers go right now? They can do They can — They can go from from farm to farm, like their land to their — their land, and they can travel certain distance to cross roads. — Mhm. — If If it was to pass, do they have to
