whose god is the lord the people he chose for his inheritance let's pray we praise and thank you lord for government the order of the affairs of mankind we thank you as well for those elected to serve and willing to give the time talent resources and opportunities to work for the good of all people we asked today that you would send your blessings to these who seek to serve their leadership in government grant them the wisdom of solomon for the complex issues grant them courage like king david's for the unpopular and difficult decisions give each of them a heart for this work that puts the common good over personal gain we ask your special blessing on all those who gather here your protection upon their marriages families homes livelihoods that each might give generously their talent time and efforts we ask it as well for the people of this county in the midst of this ongoing pandemic especially in this time of political divisiveness

grant them the ability and willingness to arrive at consensus such that even those disagreeing will not undermine but support the decisions of the majority we pray this now for our nation the commonwealth of kentucky grayson county and our people our people men women and children that godliness fairness justice and compassion might prevail help us to make our community and world a better place because of our service and we humbly ask for success in these matters not for our glory but yours we pray this in the name of the one who taught us that the way to real leadership is through service and that the way to true honor is through sacrifice amen amen thank you we appreciate it i pledge allegiance to the flag of the united states of america which it stands one nation under god indivisible with liberty justice for all y'all want to sit through opening the

beds or you want me to move this up because it's going to take a little while to open beds we want to run your business let's just go ahead and move the reading of the ordinance let's go ahead and do that first jeremy jump here all right we are here at the second reading of the ordinance relating to the use of golf carts on certain designated county roads and roadways i'm not going to read the entire thing but what i plan to do is vicarious i'm allowed to read a summary and then i would just kind of hit some of the highlights for the magistrates to remind them since it's been a little bit ordinance relating to the use of golf carts on certain designated county roads and roadways whereas krs-189286 enacted by the kentucky general assembly authorized the governing body of the local government to permit and regulate the operation of golf carts on any public roadway within its jurisdiction subject to the requirements enumerated in the statute whereas the operation of approved golf carts on county roadways has been requested by a number of grayson county citizens and whereas the harrison county physical court deems it appropriate to adopt the provisions of krs 189 286 to permit and regulate the operation of golf carts and designated county roadways within its

jurisdiction the some of the general highlights is this is an ordinance if you'll recall in which golf carts that meet the necessary elements that are prescribed by the carrots may receive a permit or permit sticker to be operated on approved roadways after inspection by the grigson county sheriff's office and i guess sent on to department of vehicle registration some of those requirements of the drivers of that golf cart is that there's a slow moving emblem that there's proof of insurance there with the person driving and the person has a valid driver's license that's kind of the golf cart part to get to get your golf cart in order to get your permit as far as the roads this covers county and public roadways outside the city limits that have been received excuse me that have been reviewed after an application which we'll get to in a minute by the traffic safety committee a newly formed committee that would entail three individuals

the sheriff or his designated swarm deputy or any officer that works for him that's sworn the road supervisor and the assistant county supervisor once those applications have been reviewed they will report they will reject or approve either in part or whole and report their findings to the physical court for a final review the application itself there's really two sections one is that any person that lives on a road out in the county that's a public roadway or county roadway who gets 10 separate or unique owners of the property to sign the application kind of like a petition or if there's less than 20 homes 50 of those homes so if you have a certain if you have a very few people on the street as long as you hit 50 percent then the application can be submitted to the traffic safety committee so if you have 100 people living on the road just 10 if it's if it's yes that's for one individual that lives on that road the second section

would be the neighborhood a neighborhood either a homeowners association a citizen or a group of citizens can request that multiple roadways be taken in that's within that definition of a neighborhood so there may be an application submitted to norman or excuse me or your representative in that traffic committee for six or seven roadways those have different rules in that there has to be 25 unique owners in there it's built in that they're occupied now that doesn't mean seasonal that means that homes are for sale or just not lived in but if there's less than 50 houses then it would be 50 of that so it's kind of strange but it's all pretty much lined up to be doable so that they can review it along with the road committee so once you have you're in a golf cart with your license and all the necessary things and the golf cart has a permit then you can operate on these roadways that would be

listed at the clerk's office or perhaps we could figure out a way to make them a little bit more public you can operate those as you would and then for the individuals that do not have a permit or are operating on roadways that are not then there's a fine and it's a traffic violation under this ordinance for the county it's a hundred dollars to 250 dollars if it goes to court and ultimately we don't try to do something else with it that would be ultimate resolution also section 8 gives the sheriff's office the ability to have any vehi any golf cart that's not permit that does not have a comment to be taken off the roadway taken to the county lot and tow towing fees and storage fees would have to be paid based on that does uh every one of these applications do they have to be voted on by fiscal court each time or well if everything meets the criteria will i be able to sign off on it or how is that going to work uh it's supposed
