Grayson County Fiscal Court – December 7, 2021
The court opened with a prayer and pledge before moving through a routine slate of financial approvals: the minutes of the prior meeting, payment of county and jailer bills, treasury and jailer budget transfers, the Sheriff's proposed 2022 budget, and the occupational tax administrator's bond renewal. All of these passed without recorded objection.
Under new business, the court was told that the new voting machines ordered for the county will arrive earlier than expected — around January 25 — well ahead of the primary election, giving the clerk's office time to prepare.
A vacancy on the Grayson County Hospital District board was also discussed. Trustee Tom Goff had completed his second term and was no longer eligible for reappointment. After narrowing a list of four candidates down to one viable option, the court was asked to consider appointing Marty Cummings, director of Watkins Construction, to the seat.
The court also took up a petition to bring several streets in the Whispering Hills subdivision near Millwood (Scott, Carter, Gary, Jaclyn, and Nancy Lane, plus Whispering Hills Boulevard) into the county road system. The roads were reported to already be in good, black-topped condition and to meet county standards, but state law requires that 55% of the affected property owners sign a petition/waiver agreeing to the change. Since that signed petition had not yet been collected, the court tabled the matter until the next meeting so the paperwork could be completed and properly recorded.
No old business was raised, and the meeting concluded after the new business discussions.

meeting with the committees and everything seems to be in uh good shape and now we're to other new business norman now it's there jason nope yeah no other than would that be new business i want a brand i just want to announce that in the prior meeting we had talked about the new voting machines they will be ready for the primary election they're helping deliver to my office january 25th so they kind of had us on the radar knew that we needed them so we will be getting those earlier than expected so we will be ready to go the primary okay uh brian no no jeremy uh no no okay under new business i've got something i need to bring up actually two things uh the uh the hospital district had a member uh that uh term expired um the he is tom goff he had completed his

second term as trustee of the hospital district and therefore it's not eligible to be reappointed uh the district board would appreciate your consideration for a candidate they gave me they gave me four names and uh there's probably a conflict with two of them and i asked one of them and they wasn't going to be interested at all so that leaves me with one name which would be marty cummings marty is some of y'all probably know marty he is i guess the director of watkins construction uh uh down on highway 54. so unless you all have a nominee i entertain a motion to appoint marty cummings to this position that's for the grayson county hospital district okay okay

next we have and tommy had got with me before in the past about this about there's a subdivision that i also have a plaid of it that is beside bailey zipmart in millwood and tommy might be able to explain a little bit more to you that's actually in his district and there's some streets that are in here scott street carter street gary street comes off of highway 62 then there's a whispering hills boulevard and uh jacqueline street is that that's probably about it um there it is all the roads are in good shape and uh i surprised hadn't been taken in a long time ago but just wanted to take this into the mexican county road yeah and the black top they don't need nothing they're not doing this just because they all need work done they don't need nothing and as you all know and as you all know to take in subdivisions or any road or anything into the county there is a process that you have to you know go through and of course that way if some of your

constituents are asking you hey i'd like to have this road because there's a lot of private roads out there and they have to be black topped according to according to this that they have to be so wide of course anybody can come up to the office and obtain a copy of it to what has to be done to the roadway but the position established for a county road was established by i actually got a call from davey norris which actually lives in in the subdivision and uh established west spring hills i'll give you a copy of this too that way you can put it in the minutes okay so uh because that way if somebody comes back 30 years later and they can see exactly what the roads are the established whispering hills boulevard gary street carter street scott street jaclyn street and nancy lane all located in whispering hills subdivision is county roads petitioner states at 17 plus houses on the road and the residents are no longer able to keep the main tank keep the main maintenance on roadside roads petitioner asks the county road supervisor to view the proposed roads

and any work that may be required establishing these roads as county roadways and report his findings to the grayson county physical court petitioner attached to mafia roads which are to be established as county roads petitioner states that the general public interest will be served by making these roads county roads which i have looked at it and steve bratcher has also looked at it and it meets all the qualifications of our guidelines to become a county road so it's black topped it's it's looks good everything's in pretty good shape so i'll leave it up to someone to make a motion to accept these into the county region we've been through this process before and i hate for for some of them challenges we do need to have 55 percent of the property owners to approve that they want this to sign a petition per se yeah remember there's the initial petitioner with division five it's called a petition that really is more of a waiver or an agreement uh if you remember what we did up at falls rough by the green mansion yes we had
