Hardin County Fiscal Court – November 9, 2021
The court opened with routine department reports. The Planning Commission reported a busy September and October with several zone changes and conditional use permits approved, including a rezoning near a former junkyard on Litchfield Road and a commercial rezoning at Ronnieville/Big Springs Road. Staff milestones were also celebrated.
The County Engineer highlighted excellent erosion-control compliance (over 1,400 inspections with almost no violations) and gave an update on the Providence Way construction projects, including the new connector road near the courthouse intended to improve pedestrian safety and wayfinding to the clerk's office.
The Road Department reported steady maintenance activity, including pothole repairs, tree trimming, tile replacement, and paving/resurfacing on numerous county roads.
The court then took action on two ordinances: a second reading amending the county's development guidance system ordinance to give applicants flexibility in how map amendments and variances are heard, and a second reading amending the 2021-2022 budget to account for American Rescue Plan Act funds and carried-over projects. Both passed unanimously. The consent agenda was also approved unanimously.
During magistrate comments, members recognized Farm City Day activities, wished a colleague happy birthday, and reminded residents about upcoming committee meetings and Veterans Day. The meeting concluded with a motion to adjourn, with the next meeting scheduled for November 30th.

board of adjustment first up this is daniel lane an 11 acre site out on litchfield road on summit hill this was a zone change request from the c2 general commercial zone to the rural residential r2 zone uh this had previously been the uh site of a junkyard since at least the mid-80s and mr lane bought the property the junkyard's been removed from the site and just wanted to locate a double-wide manufactured home out there that was approved next we had a zone change request from the urban residential r1 to the convenience commercial c1 this was from robert king and parker and melody duvall this is at the signalized intersection there of ronnieville big springs road kentucky 220 and patriot parkway kentucky 361. on the left-hand side of your screen there that yellow it's about a 0.4 acre site they wanted to merge that to the existing lot on the corner that was already zoned commercial so that zone change request to commercial was approved you all are familiar with this one this also came before court but this was

bruce beesley to close an undeveloped right-of-way for future street in serene oaks there rebecca ian court at rosenberger lane again this right-of-way was not used on the adjoining rosie tulip subdivision so that was a favorable recommendation from the planning commission and then was of course closed by fiscal court lastly an item that went before the board of adjustments so tim earned spiker out on nike pike road and he was requesting a expanded home occupation wanted to build a large pole barn there for his woodworking business this one was approved by the board working with hardin county road department it was determined due to the curve in the road there you can kind of see it in that left-hand photo i needed to put in a three-point turnaround so that we didn't get any vehicles backing out into the road so trying to work on allowing somebody to do what they want to do with their land but also improving the safety of the situation uh land use applications and i apologize this is so small getting towards the end of the year the table got bigger but for september and october four conditional use permits two

development plans four zone changes uh and then 21 subdivision plots so quite busy looking at flats and lots so this would be plats recorded for 2021 thus far we're at 76 plats how that compares to 2020 is at this time we were at 84 platts looking back 2019 we were at 80 platts so platts are slightly down however on the number of lots recorded on those plats so far for this year we're at 166 new lots in comparison in 2020 we were at 94 lots and 20 1984 lots i'd attribute that to we've had several auctions that created in excess of of 10 or 12 lots and a few of those and things start to add up uh permits uh building permits 36 for september 45 for october electrical permits 93 for september and 89 for october uh looking at our single family dwellings so single family dwellings are actually down a bit don't know if it's coveted still price

lumber what it is but we're at 110 for the year uh in comparison at this time in 2020 we were at 137 this time in 2019 we were at 136 and at this time in 2018 we were at 133 however i am happy to say that uh since the start of november as of when i came up today we've already issued 12 permits for november so things are things are improving inspections uh final inspections for september 127 150 finals for october footers 31 in september and 34 in october and then lastly i want to give a big congratulations to some of my staff members nikki mccamish there just celebrated one year with the planning commission julia julia macbeth celebrated four years with the planning commission susan bowen with eight years and then madeleine horne back with 29 years so i couldn't couldn't do it without him that's all i've got any comments or questions for him thanks joyce we appreciate the good job

thank you thanks next we'll hear from the hardin county engineer mr charlie allen all right all right as far as milestones this is my last presentation of my first year here and it's been a really fun fun ride so far so i appreciate the the good work we'll get into this talk about erosion inspections looks like we've done 1466 total site inspections for the year through october so far and only 11 novs that's excellent uh if you just look at the breakdown uh we're staying pretty steady as far as up each month october we was we were down just slightly but still staying about about average novs again we haven't had very many violations uh at all so september zero and just one in october so contractors are doing a very good job of getting out there and getting their erosion control devices in place and keeping them cleaned out if you look at our year compared to last year we're over 200 inspections ahead of schedule from all of last year we're already 1466 on 1224 last year 1108 before that so our inspectors are really gotten on a

good schedule they're getting out there every week doing inspections and keeping keeping up with things which is going to be very important moving forward as we see things really start to kick off in hardin county and grow so we're gonna have to be more active out in the community with construction projects if you look at our annual novs again no those are noticeable violations that's what that means and we have had zero stop work orders so you know again if we do have a violation we make contact with the contractors they get the issue fixed if they don't they get two they get two letters before then they are issued a stop work order and we haven't had to issue any of those this year at all so i do get a few calls every month and you you can see the public response calls there's only uh there's only been four the last two months september and october i've gotten four we get right on those and try to get those resolved as quickly as possible either with the road department or something that i can help them with we try to get that taken care of in a timely manner addressing uh we had 20 new addresses in september 13 in october 145 for the year there's a little breakdown
