Meeting of April 11, 2023

all right well good afternoon and uh welcome everyone welcome to all of our elected officials joining us today appreciate your presence also all of our department heads and and others that other citizens that are here just to participate and be a part of their local their local government so I really appreciate all of you being here today um we this is the April 11 2023 Hardin County Fiscal Court regular voting meeting just a quick note about cell phones so that you don't embarrass yourself like I do sometimes and I still have those turned on so if you can put those on stun or turn them off that would be good all right so let's begin and we'll call this meeting to order all right let's have a roll call Squire clean here Squire Hicks here Squire Muse

here Squire Pennington here Squire Saltzman Squire Thompson here Squire Whitehead here Square Yates here judge tall here all right so let's have uh invocation magistered Aaron Pennington and then the Pledge of Allegiance magistrate Patsy Whitehead before I pray I would like to like you know the victims that lost their lives of course all the First Responders and those that are fighting for their lives father guy we just thank you for today we thank you for the beautiful sunshine we thank you for the gift of life and we just thank you for all the good in this world father we know we can never combat all the evil but father I just pray that the good outshines all the evil and I just ask that In This Moment our friends up north that that need our help and our prayers father we just we continue to give them our prayers and lift them up father I ask that you just continue to support all those that are doing your good deeds whether they're First Responders or surgeons or doctors father I just pray that you're in your hand and

your healing hand be upon all of them father I ask that as we're here in Hardin County making decisions that one day we could have something like that but father I pray that we're prepared and we we receive the support that we need as well father I ask that you just be with us all allow us to make the the why the wives and everything that we do please join me in the Pledge of Allegiance I pledge allegiance of the United States of America [Music] indivisible with liberty and justice for all so like I said thanks everyone for joining us today and participating I I do want to just take a moment and and say a big thanks to magistrate Fred clam for filling in at the last meeting uh heard and I actually went back to watch it and it was a pretty impressive so I may

offer him just to do it all the time but I do do things uh big things to you for doing that and I was definitely not feeling well that day so I feel a whole lot better now and it's good to be back I will say that um also thanks to other staff and others for taking care of business that week I was gone the whole week so uh BK and and Megan and Vicki and others that uh Crystal that were here staff and then all the department has just all the work that was done that week and I had to miss several events that I that I had planned on being at and it was uh Vicki filled in for me at a couple of those and did a fantastic job so just thanks to all of you for that one thing that I wanted to um okay yeah let's let's go ahead and review the agenda real quick I don't think it's really anything out of the ordinary so we've got uh the minutes coming up informational items Department reports

and any citizens concerns and then we have an or an ordinance uh first reading that we need to vote on and then the we have a long list of items and resolutions in our consent agenda and then uh any final comments so just a really typical agenda today I am excited about our water districts being here today and and going whenever their time comes up and they will be giving us uh I think it's an annual report and unless you want to do a monthly report you know but I don't think so I don't think they want to do that but annual report on how things are going and so I look forward to to hearing what they have to say okay um seems like there was something else I wanted to say but I forgot now it'll come back to me okay so next on our agenda is uh to approve the Hardin County Fiscal Court March 28th 2023 minutes do I hear a motion to approve motion temporary

second second any discussion hearing none under roll call Square Clem yes Squire Hicks yes Squire Muse yes Squire Pennington yes Squire Thompson yes Squire Whitehead yes Squire Yates yes judge tall yes motion passes okay so we'll move on to our informational items first up is Hardin County Water District number one annual presentation by Stephen Hogan the general manager good to have you here today sir thank you thank you here we go as mentioned before I'm Stephen Hogan the general manager of Hardin District water one uh thank you for having me here today I've been here about five years in Hardin County and I recognize a couple of faces but everybody else is relatively new so today I have some information that you know maybe historical in nature but pretty pretty

interesting if you if you go back we are actually celebrating our 70th year in operation uh here in Hardin County that makes us the oldest operating water district in the state of Kentucky so we'll jump right into that we were started in 1952 governed by our local Board of Commissioners and we actually have five distinct and separate utilities under our purview we've got the um the Hardin County Water System itself we've got the Radcliff sewer system the Fort Knox water system the Fort Knox sewer system and the Fort Knox storm water system our service area is Northern Hardin County we wholesale to Vine Grove West Point and Meade County with a few customers in Breckenridge County and we currently have 71 employees so again going back to our history for this year we originally um the original water utility in 1952 and was was founded by a group of fellows that just said hey we need to

have a water system and back then you just had to have a stakehold and several members that would get bonded and say we're going to do a system so I cover the different utilities we've grown from 125 TAPS in 1952 to 11 500 today and as mentioned before h.c Davis H.T logston and W M Brown were the first Commissioners so you imagine going from 5 to 30 to now what you see before you of 71 it has come a long way from a small utility our Board of Commissioners is William Gossett John Tyndall Ron Hawkman who we have here today back here with us and Jim Shelton and Howard Williams as far as our staff I'm the general manager Scott schmuck is our financial CFO Justin Metz is our operations manager and I have Daniel Clifford with me today from engineering so we
