Meeting of August 8, 2023

and get started ready to get their seats all right so good afternoon and welcome welcome to everyone especially uh we'll say Welcome to our elected officials all of our magistrates and uh of course we have our Senator state senator here Matt Deneen so thank you very much for being here today sir we have a mayor from a city that is in Hardin County and uh just one in his better and his better half of course it's here so uh always good to see you all and of course Toshi is here council person from Radcliffe and so thank you for being here so uh yes so thanks uh department heads all all of our awesome department heads here in the county so thank all of you for being here today and of course the staff here that makes all this uh puts all this together and uh any citizens that are interested in their in their County government always welcome here today and uh oh I forgot the sheriff back there I should never forget him uh he's important and

um and our coroner back there so thank you all of you for being here I knew I shouldn't have gone down that road I would leave somebody out and that usually happens um so just a note again on cell phones if you've got cell phones turned on you might want to turn those off or vibrate so this this is the August 8th 2023 Hardin County Fiscal Court regular voting meeting and so let's begin and I'll call this a meeting to order okay so we'll go ahead and have the Roll Call Squire Clem here Squire Hicks hair Squire Muse here Squire Pennington here Squire Saltzman here Squire Thompson here Squire Whitehead hair Squire Yates here judge executive Keith tall here all right next we'll have our invocation by Magister Chris Yates and Pledge of Allegiance from Kenny Saltzman right father thank you for bringing us safely together here today as we conduct

business of this great County please get this governed body the guidance and wisdom to make sound decisions so that together we can continue to make Hardin County a great place to live work and raise a family I also ask that you continue to watch over our service members as they work to protect our freedoms at home and abroad in Jesus name we pray amen join me in the pledge I pledge allegiance of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay just a couple things really typical again thanks for joining today and participating the agenda is really very simple today and so we'll just uh the typical things of moving through approving our minutes from last meeting some presentations today and then some written reports were also included we'll have a time of any uh citizen concerns or comments we don't have any specific ordinances or

resolutions to vote on today but we do have in the consent agenda several resolutions to vote on and we'll go through those briefly and then after that just some comments and we'll adjourn okay so that's pretty pretty simple agenda comparatively anyway so next on the agenda then just move on to approving the our Hardin County Fiscal Court July 25th 2023 minutes is there a motion to approve so move second any discussion hearing none we'll have a roll call who was second that was thank you Squire clown yes Squire Hicks yes Squire Muse yes Squire Pennington yes Squire Saltzman yes Squire Thompson yes Squire Whitehead yes Esquire Yates yes judge executive Keith tall yes motion passes okay our next we don't have any informational items today and we'll just

move on to department and office reports first up is Animal Control Mike McNutt good afternoon judge to all members of the Court this uh the month of July we adopted out 76. we returned 12 to their owners sent eight to rescue and these are all these numbers are just for canines and we had two euthanize 15. year to date our dog adoptions are at 76 that's up 32 from the previous year and we returned 12 dogs to their owner for rescue we're at seven percent all the rescues are having the same problems that the shelters are having their full so there's not a lot of movement going on across the nation right now for the year to date dogs Youth and I sit at 14 percent um our dog adoptions for the year today is at 68 percent

so while our euthanasia rate is up but so is our adoptions I mean we're doing everything that we can and none of this is because of time or space um we have dogs that come in that you know we have a saying there's no bad dogs just bad owners we have certain dogs that are coming in that are not safe to put back out in the public so for the year today on our return to owners we're at 11 percent um not as many people are coming and getting their animals back from the shelters and that's a nationwide problems going on on now for the second quarter it was up to 26 percent a 26 percent increase over the past two years we're hoping that's Stables off eventually because the shelters can't handle much more for the year-to-day complaints investigated we investigated 134 in the month of July if you look at our the pie chart for unincorporated we set right around 42 percent and Incorporated to 58 percent um for the year today on the pie chart

where 42 and 58 because we just start the new physical year so the numbers are the same um for year-to-date shelter lab release rate we're at 90 percent um that's really good All Things Considered the cat release live rate is at 95 percent for the month of July the shelter lab release of the same numbers because it's the first month in the fiscal year we have 1242 visitors looking for lost pets are there to adopt um we had 84 dogs and 91 cats come in during July and we did 268 surgeries we uh also this week Taylor County has asked us to Mentor them their director spent two hours with me Monday and their officers are going to come down and spend three days each with us to get trained on procedure and protocol we also had mayor Cerise in and we had a good two-hour visit with him it was a very enjoyable and I think he saw

a different side of what we do there at animal control so any questions thank you all right thank you thanks Mike all right next up Emergency Management Joy Scott applies today I just want to kind of touch on a couple special progress we've got going on for Emergency Management um I like to recognize Richard DeWitt Nick the outfit our our employees for Hardin County that's doing a great job of our increasing number of runs we're having to the Nolan River we've had some this year we've had quite a few incidents coming down there I think we're just trying to be more efficient in our response to that so with Nick and Richard's work on a unmapping process for us down there I think it's going to really speed up our response time to lost people on the River location wise so I was just wanted to come in the end of the day before I started so they done a great job on that so thank you guys okay um starting with meetings I just want to
