Meeting of February 8, 2022

good afternoon welcome to the february 8th meeting of hardin county fiscal court i remind you that this is a voting meeting and if you have cell phones please turn them off or put them in the vibrate mode we'll begin with a roll call if you would miss dolly easter here doug goodman here william here clam here here thompson here ronnie goodman here king here judge barry here uh mr klim will lead us an invocation mr wiseman the pledge if you'll please stand pray with me our most gracious and loving heavenly father we indeed thank you for uh the many blessings that you have given to his father and we come praise in your holy name father we lift up our nation and fathers we need your guidance probably more than any time i can remember my lifetime father father we looked up our military we ask that you be with them and support them and support their their families at home that sacrifice in the absence of those that serve our current country father we lift up our first responders it has to be near them especially our law enforcement that seem to be under

attack across our entire nation and father we let's ask you be with our health care workers give them strength give them courage and give them rest the father be with us through this meeting lead guide and direct the things we say and do your son jesus name i pray can amen please join me in the pledge i pledge allegiance to the fight of the united states of america and to the republicans one nation under god indivisible with liberty and justice for all we'll begin with department office reports today first up we have animal care and control mr mike mcnutt good afternoon everybody first slide please uh this in january we adopted out 38. um yeah we dropped it on 38 we returned 13

back to their owners we sent 11 to rescue six had to be euthanized next slide please for the year to date our adoptions were at 171 we're up 171 compared to last year so that's 171 more that we did for the fiscal year which is starting back on the track we need to be after how coleman hit us we returned 150 dogs to owner that's up 100 or it's up 43 from last year next slide please for the year to date our rescues are at 10 percent um still not letting a lot of stuff go across the border and that's one of our biggest places that we send us to canada so that's uh it's hit us pretty hard next slide please um for the year here today dogs euthanized are at seven percent um that's a little higher than what we've been in the past couple years next slide please uh dog adoptions are at 57 it's up 21 compared to last year next slide our for the year to date our return to owners is at 26 so

more people are coming and claiming their animals and we are returning more in the field than we ever have before when i say in the field um i think a lot of people think we want to pick up their dogs and we do not it's better for the county it's better for the people and the animals if their animal has a license tag or a microchip and they have not been a consistent problem we will bring them back to you at no charge and have a talk with you and let you know you're responsible for your dogma now but we do our best to return them in the field as much as possible next slide please for the year to date our complaints investigated are at 842 that's down 18 calls compared to last fiscal year next slide please unincorporated is at 42 and incorporated is it 58 percent next slide for the year to date unincorporated at 41 and incorporated at 59 next slide please for the year-to-date shelter lab release rate we're at 94 percent so 94 percent of the animals that we've received are being adopted and rescued or they're leaving under a good

term um year-to-date cat lab release rate is at 96 which is a great number you know we do still receive animals hit by car and we also receive animals that were attacked by other animals we definitely can't save them all but we 96 is a really good number something for us to be proud of next slide the monthly live release rate for cats is at 98 percent so in january only two percent of the cats that came in did not get to leave the shelter alive slide 772 visitors looking for lost pets or to adopt came through our doors next slide this is that little breakdown that i told you about that we sent around to him to the employees highlights for me are in january we did 209 surgeries and performed 31 returning field cats you know those are all animals that would have had six to eight to ten and cats can do that pretty much every four months when we're hitting it that hard we're decreasing the number of problem and we're seeing the decrease and our program seems to be growing in support a lot of people are utilizing it

they not happy with the fact that we can only do so many but i mean you know our veterinarian who has been wonderful he he can only do what he can do so we're averaging anywhere from 15 to 30 surgeries a day pretty much five days a week any questions anyone comments for mike thanks we appreciate the good job next we'll hear from emergency management mr bryce shoemaker we know you can see pending well the funny thing is is i thought this sister month was a written report so so i'll read what i've written [Music] so i i didn't actually have a presentation for y'all because i did think that this was a really important one so i'll give you what our activity was this uh this past month um as you all well know we've had quite a bit on ice and snow through the month of january and nobody at home will disbelieve that either so we've had

several national weather service calls we've got a great partnership with the national weather service and it's probably not a good thing that they know us by name but you know it is it is a good partnership and so january 5th we had one of those meetings january 6 was emergency services director meetings i told you all before we like to make sure that ems 9-1-1 and emergency management get together a couple times a month to talk about any problems we might have january 11th healthcare emergency response called herrera coalition we used to call that the hospital coalition our executive committee i'm chairman of that executive committee for our region which includes louisville kentucky as well so we do quite a few things and we've been able to receive several assets for our emergency services but their regional assets so if we have an emergency somewhere in kentucky those regional assets can be deployed 13th ems billing meeting which i get together with our ems folks and talk about what kind of problems they're having with billing and we're trying to do that once a month to make sure that we are not getting behind on anything for you all that have been monitoring

our ems budget the intake has been phenomenal the last four months and so i i hope that that and our new billing coordinator that we have is has been just great to bring our numbers up we have started a new thing that magistrate easter and uh major thompson got to actually set in on and that's our snow removal team that not only has our folks here from the building but our folks at the road department and several other agencies throughout our county that we get together and we talk about who's taking care of what building who's having problems with taking care of those buildings who needs salt what have you so that we get together and talk about those as a group i usually facilitate the meeting and bring everybody in so that we can make sure that we don't miss anybody's building to include the county attorney's building so the jail has been phenomenal in helping in that as well the 14th issues and insights we had another all the city mayors unfortunately the west points mayor couldn't make it but talked about all of the things that hit into 2022 and
