Hardin County Fiscal Court – July 12, 2022

    conduct the business of our our community we ask for guidance we ask for uh understanding and clarity father we just love you and we thank you it's in your son jesus name i pray amen amen would you please join me in the pledge i pledge allegiance we'll begin with uh department reports this afternoon the first one is the planning commission mr adam king good afternoon good afternoon all right i've got the may and june reports from the planning commission uh starting off here we've had a series of zone changes in and around the glendale area so this was norma hallett a 95 acre site there at gilead church road and jaggers road this zone change that was approved from r2 rural residential to i2 heavy

    industrial next we're across the street on the south side of gilead church road but also there at jaggers road and this was john and kathy brown this was an 87 acre site and the zone change was approved from rural residential r2 to general commercial c2 here we're also on gilead church road and we're a little further west there uh just one property away from the railroad and this was also john and kathy brown two and a half acre site and the request that was approved from r2 to c2 so there on the left you can kind of see the zoning map from glendale where uh the donut hole if you will uh on the glendale mega site is all industrial now and then we're starting to get some commercial there along the south side of gilead church road this was another zone change request this is on south dixie mitchell and tammy devore they operate divorce stables there the property spans from south dixie over to i-65

    25.9 acre site and the zone change that was approved from r2 rural residential to c2 general commercial and again thanks to nick with the engineering department for the drone photography there um this was a variance request sulfur springs farms llc uh the variance request was from the zoning ordinance requirement that a new subdivision street intersect with an 18-foot wide road so charlie and nick had gone out and done some measurements here and 37 different locations along tunnel hill church road we got a mean average of 17.2 and a median average of 17 and so they were requesting a variance from that 18-foot pavement with requirement to potentially develop a subdivision with streets that was historically known as the walker farm and that variance was approved and there on the right we kind of try to get a depiction of what two cars passing on that road looked like so the board of adjustment did approve that request

    this was dawn and harvey castille this went before the board they were doing business as bourbon country corals and sort of had a coral and aquarium business there out on reserve court in the basement of the home so they got a conditional use permit for a home occupation on that this was carolyn and adam paul we're out on bittersweet drive and they were approved for a permanent accessory dwelling to build a 1 000 square foot mother-in-law suite there behind the existing home looking at the various land use applications for the two-month period seven conditional use permits four development plans 24 subdivision plots were submitted and then five variances looking at the number of platts and lots so thus far for 2022 at the end of june we were at 46 subdivision platts recorded that exceeds 2021 when we were at 32. number of lots for 2022 at the end of june we're at 35 lots and that's

    considerably down from 2021 when we were at 84 lots again we're doing a lot of consolidation amendments where we're merging multiple lots together i think would be the the biggest explanation for that number of permits building permits in may were 53 and then june we were up to 65 a number of electrical permits also increased with 119 in may and 136 in june single-family dwellings so thus far things picked up in june with 13. we're at 58 single-family dwellings so far for the year that is down from 2021 when we were at 73 at this time in 2020 we were at 64. you've got the map there on the right the most popular subdivisions so far this year seven new homes in russell ridge uh those are frontage lots along cecilia smith mill road there next to ranch hollywood and then three in foxwood subdivision out lincoln parkway and lastly just the number of inspections so may and june

    161 and 128 final inspections footers 41 in may and 32 in june that's all i've got happy to answer any questions you might have any comments or questions for adam as always thanks for a good report thank you all appreciate it next we'll hear from the hardin county engineer department mr charlie allen looks like khaki navy and yellow are the choice for the day so it's in right now let's go with the engineering department updates we'll get over here to the erosion inspections uh this is what we are so far through june 811 total inspections only six nov on these which is a notice of violation and zero stop work orders that's good you can see the breakdown a little bit down in june but overall you know we're staying pretty consistent with our total number of inspections throughout the county again this is there where we are to date 8 11. so we're on on on pace for another good year for total inspections our crew is doing a great job getting out and

    about keeping an eye on things you can see again total novs for the year uh may and june nothing so it's been it's been really good everybody's doing a good job of course we haven't had any rain either so you're not going to see a lot of erosion so that's been the only positive i guess to not have any rain again you can look at the average the annuals uh how we how we are today let's get over here to public concerns again phone calls have been really low the last couple months only one complaint in may is zero in june so it's been fairly quiet for the most part uh 9-1-1 new addressing you can see the breakdown there we've got 80 total for the year may 16 and 14 in june and there's the breakdown for houses mobile homes commercial and barns i put the rainfall data in there just because i want to see where we stood actually stood halfway through the year how it looks overall and you can see may and june way down from where we are look and i'll show you that this next page tells a little bit better story but we were doing really well the
