good afternoon welcome to the august 24th meeting of hardin county fiscal court i remind you this is a voting meeting and if you have cell phones please turn them off or put them in the vibrate mode we'll begin with the roll call if you would miss donnelly doug goodman here william here here wiseman here thompson ronnie goodman here king here judge barry here easter here mr clem will lead us in the invocation of mr king in the pledge if you'll please stand pray with me please our most gracious and loving heavenly father we indeed thank you for this beautiful day that you've given us father for the many blessings of it father we just come praising your holy name and father we just ask that you bless our nation father we've asked you to leave so many places in uh institutions and places of special uh need and we pretty much just told you we'll do this on our own and we've made a mess of it father we just ask that you come back and father allow us to to meet you there and to father do the things that you want us to

do and do it in a different different way do it in a better way do it according to your will and father we lift up the people of afghanistan and all those that are in a situation right now and father we lift up our nation we're we're a nation of crisis right now we need we need your leadership we just ask that you print the hearts of our leaders and our adversaries and lead and guide and direct them in a way that's beneficial to all my father go with us through this meeting father just give us the wisdom to make the correct decisions with this community lead us and guide us and direct us in all the things that we say and do and your son in jesus name i pray amen amen would you please join me in the pledge i pledge allegiance to the fight of the united states of america and to the republic for which to spend one nation under god indivisible with liberty and justice for all we'll start this afternoon with the

first item as a public hearing regarding the 2021 property tax rates throughout the different portions of county government agencies conducting that hearing will be ms holdem the county attorney thank you judge we're here today for a public hearing on the county property tax rates and for the lincoln trail district health department stephanie goff is here if you'll come on up hello i'm here representing sarah jo best as the secretary of the hardin county board of health the hardin county board of health met on june 9 2021 and voted to keep the public health tax rate at the same rate of 2.2 cents per 100 of the assessed valuation of all real property and at the rate of 2.2 cents assessed valuation of all personal property and at the rate of 2.2 cents per 100 of the assessed valuation of all motor vehicles in hardin county as of january 1st the motor vehicle tax rate will be applicable to the calendar year beginning january 1st 2022. anyone have any questions

okay thank you thank you and then i think we have steve wooden here on behalf of the cooperative extension office good afternoon ladies and gentlemen i guess most of y'all probably have seen me up here before i'm steve wooden chairman of the hardin county extension district board uh i brought our tax rates that were approved by the district board uh real property 1.8 cents for 100 tangible personal property 2.67 cents per 100 motor vehicles watercraft and aircraft 1.46 cents per 100 the district board approved these july 30th 2021. thank you thank you mr whitney any questions from mr rooney thank you and vincent thompson for the soul conservation district hello everybody glad to see you again

the hardin county conservation district opted to keep the tax rate at the same rate unanimously as usual if you all don't mind i'd like to take this moment to list off some of the reasons some of the ways we use that tax rate if you'll allow me first thing we always talk about is art and writing contest this year 27 students participated we also award scholarships at one high school and five college this year we had the tree seedling giveaway we gave away 1600 seedlings this year we also host the progressive safety day we assist with the sponsorship for the 4-h ffa youth completion show at hardin county fair we had four students this year each receiving 250 dollars had two students sent to conservation camp two students sent to 4-h camp and then we also contributed to the high tunnel at meadowview elementary school i'm sure i saw some of you all at the ribbon cutting for that but uh it looks like a good project and we're looking at a few more projects for a few other schools in the district so uh keep your eyes peeled for that hopefully we'll have you all out for another event very soon we also provide education material to visit schools and teach about conservation a lot of lesson plans even some teachers so

it gives them about a week of the material that they don't have to plan for themselves and they can just build upon what the conservation districts across the state have already done so thank you all for allowing us to come here thank you to the public for continuing to contribute to our efforts and entertain any questions okay thank you mr thompson thank you all and judge do you want to make anything at this point or you're going to hold trust i'll have the presentation later okay all right if there's any member of the public that would like to be heard on any of that they can approach the podium and seeing none that will close the public hearing thank you all right thank you appreciate it we'll go on next to department elected office reports and today first up we have dr lee the county coroner good afternoon afternoon judge and members of court let's have our bi-monthly report well it feels nice to be in here today i've been out on the scene a couple of cases i've been about whipped today so air feels good here our first slide uh june got the puncher there robin

and uh we set a record that this past june that's i've been cornered over 30 years now it's the highest number we've had for one month 106. look back through the stats and said don't say daniel but looking over those with him my first year we had 147 cases the whole year and here's this year 106 in one month it's numbers going up and not only that but crazy cases virginia's helped us out a little bit on legal things and we get dysfunctional family that means it's amazing what you get into in this business and of course law enforcement guys back there in the back and we love it too but interesting job but getting back to the subject 106 cases seven were accidents you see the breakdown the overdose with meth and the five car accidents one from hyperthermia naturalness 95 is as you know that's our largest number usually and we have a drug overdose that's uh still pending uh the talks to whether it's going to be a suicide or an accidental death not sure just yet and in other toxicology cases too that

we have to make decisions as to the manner of death after reviewing those and sometimes consulting with the law enforcement sometimes consulting with medical examiner in louisville and just kind of team effort at the next slide just the pictures for those who like the pictures and 95 natural the largest category there and then we move on to july and drop down a little bit of numbers 93 cases and three accidents one was an atv collision you many of you were involved with and made a drowning and four overdoses a couple of those are some of these synthetic things the impurities that are released and some of the various drugs that we use nowadays it's uh you know that's getting crazy our overdoses have have doubled over last year the number of cases just done unreal where we're headed with that i don't know 80 natural deaths and again talking about the overdoses i don't know if i've ever had a month where we had 10 pending toxicology cases and help us make decisions on what category the death occurred in but part of that's our state problem the state criminal justice department
