face challenges ahead give us peace as we live with our choices and give us wisdom to recognize the needs in our community Community father God remind us to love thy neighbor and to treat others with care and respect lift up those who are suffering and struggling show us your light so that we may follow you in all we do in jesus' name we pray amen amen theedge of Al to the of the United States of America and to the Republic for which it stands one nation under God indivisible liy and justice for all all right again thanks for uh joining today um I'll just take a brief moment and review the agenda uh today's a pretty typical agenda actually fairly short one and um so we'll have the uh approval of the minutes next uh we have

um uh a presentation by uh the department of highway um Brad bottoms and and some folks with him uh we'll move into some uh Department office reports um I don't think there's anybody here from planning is that correct so uh I know that uh Mr King he is um sick so uh he he's not able to be with us today so we'll we'll move over that one and and have have the other reports uh citizens concerns and comments a time for that and then we have um actually a fairly short consent agenda today and then comments and so that covers the uh agenda uh so we'll just move on and um we need a motion to approve the um June 25th 2024 minutes so moved second did you catch that uh any discussion a roll call please squ Hicks yes Square Muse yes Square Pennington yes squ Salzman yes Square Thompson yes Square Whitehead yes Square

Yates yes judge tall yes motion passes all right move on moving on to uh informational items so we have a presentation and I'll introduce U Brad or if you want you going to start out and then introduce your other speaker uh my name is Brad bottoms I'm the chief engineer for Kentucky transportation cabinet District 4 uh Highway Department here in eTown we cover an 11 County area surrounding Harden County um and today we're here to mainly present the Royal secondary program uh and Bo Warren branch manager over the area here is going to do that and then after we'll take any other questions on State Road roads in the area so right thank you all right judge T members of the Fiscal Court thank you for letting me come present our R secretary program today uh to begin with our rural secretary program is funded by 22.2% of the motor fuel tax receipts These funds are allocated to all 120 counties and it's based on a fivepoint formula that formula is based on 1 equally among all counties 1 based on

the rural population 1th based on the road miles and two fths based on the land area and then once that money is allocated to a county it cannot be transferred to any other County I've provided everyone with a copy of our our rural secondary proposed improvements for this year for Harden County our first priority is always going to be our routine maintenance and traffic that estimated cost is [Music] $85,000 our second priority is an asphalt resurfacing project on Kentucky 220 from Atkins Road at Mile point 2.46 to Kentucky 920 at Mile Point 5522 for a total of 3116 miles and an estimated cost of $41 15,99 our third priority is a resurfacing project on Kentucky 567 from Hunt Road at Mile point 5.87 to the laru Harden County Line at Mile 7.95 for a total distance of 2.87 1

miles with a total estimated cost for that project of $356,900 Kentucky 1375 from Kentucky 84 at Mile point0 T 82 Kentucky 1823 at Mile Point 1.7 57 for a total distance of 1.75 s miles and total estimated cost of $26,995 from Franklin Crossroads road mile Point 8339 to Kentucky 86 at m point 10. 786 for a total distance of 2 447 miles with a total estimated cost of $31,800 so totaling that our entire project list up that amounts to 2,952 62 for our total R secondary program is there any questions that you

might have about any ongoing projects or any up UPC coming projects for us yeah thanks for the for the presentation um $2 million doesn't sound like a lot of money for all the roads in Harden County it's not it's it's a very low quantity it's all impacted by the amount of motor fuels tax receipts it's so it's not the all the miles in har County uh so it's a rural secondary system so on the maps you all have those uh several routes shaded in yellow a yellow color in the routes those are the rural secondary system so most of our counties I don't have the numbers in front of me but it's it's about half of their total mileage Center Line mileage in a county um in Harden county is 16459 s miles Centerline miles of rural secondary roads so the $2 million budget is specifically for those 164 miles of roadway and those are typically our most rural to uh Back Country More Country Roads it certainly doesn't include I65 Parkways Dixie Highway Ring Road those those type of roads are not included in those in that set of Roads so um those are in a separate program uh a couple different

programs that cover those those other routes but these are more for the Ral rural routes around the county so and I said most of our counties in our 11 districts or 11 County area uh about half the road miles in the county or rural secondary is how it plays out so am I correct in and sort of what I signes up um we have such limited funds that when people take a look at our rural secondary roads and wonder why they're not um high quality or whatever it it simply boils down to the lack of funding is and that does come from the motor fuel's tax yeah so the State motor fuels tax uh as Bo mentioned 22.2% of that is allocated towards these roads and we're doing just a small number of miles and as I sort of calculate my head for each mile of um secondary road that we resurface it's costing $880,000 uh these average that's a little bit of $100,000 a mile1 for these routes and that varies depending on the width and other factors but 100,000 a little bit more a mile for these routes uh and then the the routine maintenance and traffic number up there that's that's what we spend on the road
