Meeting of May 14, 2024

e e e e we'll go ahead and uh get started thanks

for joining us today got a pretty good crowd today so thank you uh just a a quick note again to check your cell phones uh as we jump into this meeting today so this is the May 14th 2024 Harden County Fiscal Court regular voting meeting so let's begin and call this meeting to order and begin with a roll call squire clim here Square Hicks here Square Muse here Square Pennington here Square Saltzman here Square Thompson here Square Whitehead here Square Yates here judge tall here uh next we'll have our invocation magistrate Thompson and Pledge of Allegiance magistrate Clen I invite you to pray with me father God in heaven we uh praise you and thank you Lord uh that you're mindful of us that you love us even before we even know you're um paying attention to us Lord uh we thank you for Jesus and our relationship with you by the power of your holy spirit because of

your love for us Lord today we pray that you would um bless this time that would be a time where we um make decisions based upon our very best information I'm trusting that as we move ahead and it um you'll see us through Lord uh we uh can only do uh what we know to do and we pray father for um information and wisdom and guidance and Direction and All We Do Lord it is a a challenging thing to be about uh uh serving uh a county as a majate Lord and as as judge Lord we lift up to you our judge we pray Lord that you would uh give him wisdom and guidance as he directs the daily operations of our County Lord uh we thank you for uh the opportunity to serve the citizens of this County so many who have uh been so devoted to you Lord God and seek your ways and your guidance bless us today as we consider the items before us and help us to go about doing the right thing in Jesus name amen show me the

pledge to of the United States of America and to the for it stands na indivisible liy and justice for all all right well again thanks for uh joining today and uh let's I'll uh as usual uh review the agenda real quick uh just a couple of changes uh for what you have in front of you you uh we'll next we'll approve U our minutes from the last meeting uh we have some um informational items unfortunately U the proclamation that we were going to present today um will not be able to happen and um did you want to comment on that at all just miss tals too help to be to to honor her but we'll we'll do that another time you all right thank you uh we have some Department office reports presentations uh Public Works will be by uh Vicki Meredith instead of Stephanie given today and then there are written reports

and then after that we'll have some time for Citizens concerns or any comments and then we have two uh ordinances a second reading and a first reading and we'll get into those and then the uh typical consent agenda and then any comments at the end end and then we do have a closed session today that we'll will break for at the very end of the meeting and that's it for today all right so let's move on and we have the approval of Harden County Fiscal Court April 23rd 2024 minutes is there a motion to approve so move second py and who second it okay uh and then uh we have any discussion hearing none who's a roll call Square clim yes Square Hicks yes Square Muse yes Square Pennington yes s Saltzman yes Square Thompson yes squ Whitehead yes squ Yates yes judge tall yes motion passes all right so um one of our informational items then is our Harden

County Conservation District Vincent Thompson and we actually have um some money I believe that's that we're going to talk about right hello everybody glad to see you again hello good afternoon you normally we present this money at our uh annual budget review but uh we were a little bit behind on it we had to wait for some uh approval from State and there's going to be some changes coming to the uh that remov program but we're still happy that we were able to contribute to that and uh we'll keep you in the loop as things develop on the changing of funds so but yeah with the uh with that uh i' like to present the Harden County Fiscal Court with a check for $55,000 to be used for dead animal removal um we can distribute that best way to do it and keep things out of the sinkle so glad to see yall all right too well thank you very much thank you very get everything wrapped up by 4:30 you'll get to take a picture with me too so okay definitely do that I'll gladly accept the check thank you all right so we'll move on then to

uh presentations and we'll start out with public works and Vicki Meredith will handle that thank you good afternoon judge to all the members of the Fiscal Court um today I'm going to give a presentation on solid waste and uh code enforcement their update [Music] um this graph shows the code enforcement activities for March and April of this year um the different columns are all representing different information so uh the first one is the ones that yep went to a had attorney action so we didn't have to do any of that second one is being able to get information to us in emails next one is any final inspections that are done the fourth call column is final notice um the next one is inspections so that one uh has 17 inspections for April and had 10 in March NOS or notice of violations um that is when they get to the point that they need more than just conversation we start really getting U concerned about what they're doing and usually they're not responding when

those are done uh as you can see the phone calls have already started to increase as they typically do now when it gets warm and people are out side and want to start looking at stuff so 27 this month and 19 last month uh I didn't get any text messages and there's other methods of activities on that the next uh slide looks a little more detail at the how they're broken down so in general the types of categories that Wally works with are uh rubbish and garbage dilapidated structures or ones that have multiple violations perhaps tall grass things like that so every time he gets a phone call he does physically go out and visit the site and from that he makes judgment based on our regulations as well as his uh many years of experience as to how it falls into the category as all of you know we are in unincorporated Harden County so it's not like living um in an area that has a homeowners association or anything so um mostly we're looking at ones that are that do need some tender loing care that do need to have some things done and I think Wally does a good job uh with trying to deal with those property
