Meeting of February 9, 2021

[Music] good afternoon welcome to the 9th of february's meeting of hardin county fiscal court i'd remind you if you have cell phones so please turn them off or put them in the vibrate mode we'll begin with a roll call if you would miss donnelly that's barry here easter ew doug goodman here boom here clam beer wiseman here thompson here ronnie goodman here mr thompson will lead us in the invocation and mr king in the pledge if you'll please stand would you join join me in prayer father god we acknowledge your authority and power over us and over all institutions on earth father you've established the earth and you reign over it we thank you father that you have all power and that you grant to us your mercy and forgiveness through your son jesus christ

we thank you father for uh the blessing of being able to serve uh our fellow man we pray father that you would guide our hearts and minds that we might be found doing things that will bring honor and glory to you bless us today and bless those that we serve in jesus name amen amen amen would you please join me in the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all we'll begin with uh department reports and first up we have hardin county animal care and control mr mike mcnutt good afternoon everybody good afternoon first slide please or second slide i'm sorry um we've adopted out 28 we've returned 14 to their homes we sent 21 to rescue we had to euthanize six i'd like to say on

we had 11 puppies dropped off at the back door that were parvo positive in the past before we had a vet they would have been automatically euthanized because it's highly contagious and it can spread through your entire shelter quickly the fact that covet had us at less a capacity we were able to isolate them in one of the back rooms and we have we actually were able to save five of them they'll be having their surgeries and going up for adoption next week um it's pretty big deal for what we do to be able to save when they're posit i mean all of them popped red for positive which is really bad but five of those were actually from that so while they typically are basically weren't euthanized they were doa it still counts on our numbers that way next slide please uh for the year to date we've actually used a nice 29-21 less than we did last year colbit does have something to do with that our calls are still coming in for complaints but we're not seeing as many stray animals next slide um our rescues are at 30 35 that's up 14 compared to last year a lot of the rescues are reaching out to us

we actually had one of the shelters in new albany indiana that reached out to us they took four of our dogs one week and four dogs another week because the shelters across the the nation right now majority of them have room for animals because of coping i don't know if it's because people are staying home and they're going after their own dogs or it's it's really everybody's interested to see what's going to happen when we get back to the new normal whether it's just going to be an eruption of animals or whether it's going to be better for everybody but we actually adopted out animals in indiana from hardin county so next slide please for the year today we're down one percent um at five percent for our euthanasia rate next slide our dog adoptions are at 36 percent that's down 18 compared to last year uh you know we're we're trying to find our way in the dark a little bit when it comes to setting appointments for adoptions it's working but it's you don't have as many people coming in and they they come in and they just automatically pick a dog now the funny thing about it is our returns are actually down because you have people who come in and

like oh it's cute they take it home and then they figure out its work and they bring it back to us the next day that's not happening because they're actually having to put in a little bit of time a little bit interest up front next slide please okay um our rtos are sitting at 24 that's up five percent those are actually either we've returned them in the field or we're returning them at the shelter people coming to claim them next slide uh the complaints are down 65 calls compared to last year that's not a very big number to be down so we'll take it it's people calling wanting us to you know come out and look at animals on chains and cold weather no shelter different things like that next slide uh the january 5 chart unincorporated is at 40.37 percent incorporates at 59.19 percent next slide for the year-to-date unincorporated is at 40.81 incorporated at 59.19 our overall shelter live release rate is up two percent

sitting at 97 percent the cat live release rate is at 98 percent uh the cat euthanasia is down 22. it's at nine so cats all we had to euthanize was not next slide the monthly cat live release rate is at 96 percent next slide we had 235 visitors at the shelter looking to either claim or adopt a pet any questions comments or thoughts for mike i certainly appreciate the good job you're doing particularly during the challenging times we've had over the last year those numbers reflect the with the percentages that take into consideration the reduction in some numbers some places that you're still on track doing a great job we had a great group of people working there thank you thank you next we were going to hear from bryce shumate on emergency management but with the pending storm that we have coming he's out taking care of preparations for that his report is including your packet and i'm sure if you want to get with them if you have any questions they'll be

happy to have them happy to answer them we'll move on to item three which is ordinances agreements resolutions first up is item 3a it's resolution number 2021 dash 020 approving the agreement between hardin county ems and dr todd bell as we all know and fortunately dr miller who was our medical director for our ems passed away late last year and dr bell has agreed to step into his position and the same rate of pay and same job so we're making that recommendation today if anybody would like to make a motion sec most my mr easter i think mr king was second there any discussions [Applause] hearing none miss dolly easter doug goodman yes boom yeah clam yes wiseman yes thompson yes ronnie goodman king yes judge barry yes and item three b is resolution number 2021

dash 024 it's a move approving the memorandum of agreement between hardin county fiscal court and bullitt county fiscal court for veterinarian services to bullitt county animal control as you recall we've done this with two other counties recently meed in grayson county so this will be the third recently in the course for a number of years we've been doing services with fort knox and laver county as well which is approved second motion by miss williams second by mr thompson any discussion and miss colin doug goodman yes boom yes yes wiseman yes thompson yes ronnie goodman yes judge barry yes easter yes and that brings us to item four which is the consent agenda move to approve second motion mr thompson same by mr wiseman any other discussion hearing them to stalling boom clam
