Hardin County Fiscal Court – July 13, 2021
This was a routine voting meeting with no ordinances on the agenda. Most of the meeting was devoted to department reports covering planning, engineering, and road maintenance activity for May and June.
The Planning & Development office reported on several zone-change and conditional-use requests, including approval of a rezoning for a new gun shop in downtown Glendale, approval of a small volunteer fire department substation on KY 86, and a mixed outcome on a proposed solar farm (one landowner's rezoning approved, the other's application withdrawn after the conditional use permit was denied). Building, electrical, and subdivision permit activity remains ahead of 2020's pace.
The Engineering Department reported strong erosion-control compliance (884 site inspections, no stop-work orders in May or June) and gave updates on ongoing capital projects, including a new connector road behind the county building, coordination with the hospital on earthwork/fill, and a high-friction surface treatment project on Beulah Hollow Road that will require a one-day road closure once work resumes.
The Road Department gave its regular report plus an extended year-in-review presentation, highlighting completion of 27 road paving projects (about $2.87 million in road work, including roughly $1.4 million in county funds), completion of the Laurel Ridge bridge, major infrastructure work on Lower Coalsburg Road, and new technology (an iWorks work-order tracking system and new security cameras). The director thanked the judge, deputy judge, engineering staff, and his own crew for a strong year despite having fewer employees than in the past.
The consent agenda was approved unanimously without discussion. Magistrates gave brief committee updates, including upcoming Solid Waste and Resource Committee meetings and a household hazardous waste/prescription drug disposal event scheduled for August 7. The meeting was adjourned with the next fiscal court meeting set for July 27.

The meeting opened with roll call of magistrates, followed by an invocation led by Mr. Thompson and the Pledge of Allegiance led by Mr. Wiseman.

Director Adam King reviewed May and June zoning and permit activity, including a Glendale gun shop rezoning approval, a new volunteer fire department substation approval, and mixed outcomes on a solar farm rezoning request; permit and plat numbers were reported ahead of 2020 levels.

Charlie Allen reported strong erosion control compliance with no stop-work orders in May or June, 911 addressing updates, and progress on the connector road project, hospital earthwork coordination, and the Beulah Hollow high friction surface treatment project.

the planning commission first go over a few items that went before the planning commission and board of adjustment so first was the zone change request this was from doug and donna reed what was known as lot four of crisp road acres and they were proposing a zone change from rural residential r2 to urban residential r1 there near the corner of st john road and crisp road that was to allow for them to develop a nine lot subdivision this came before the planning commission then was continued because some drainage concerns were brought up and then the applicant has since withdrawn this application next up we're in downtown glendale uh property owners were dogwood circle investments the applicant was scott wood of woods armory this is the former glendale bank building circa 1903 is on the national register of historic places as well as a contributing portion of the glendale historic district there and this was a zone change request from the tourist and convenience commercial zone the b-2 zone that's unique to

glendale needed to rezone it to c1 to allow for retail sales of a gun shop this was approved and again it's there at 211 east main street so he is up and open for business now this would be kentucky 86 volunteer fire department we're calling it fire station number two so it's about three or four miles further west along 86 from the current station essentially they're proposing it's not really a fire station it's more of just a pole barn to park a fire truck in gets them closer to a lot of the folks they serve less than five miles saves everybody a little bit there on their insurance rates so that was approved as a public facility review uh this is a zone change request ibv energy on behalf of the grays and the hills the zone change request was from rural residential r2 to the agricultural zone a1 they also requested a conditional use permit for a solar farm so the request

was 1072 acres the zone change was approved for the grays for 902 acres and then the hills withdrew the request because the conditional use permit was denied on a 3-1 vote next condors paintball you're probably all familiar with them they came before the board of adjustment and were granted an additional 10 years on their conditional use permit there that's what we call a recreational enterprise so property zone residential but they they have a home out there as well as the paintball facility it's been in operation for quite some time looking at the various land use applications for may and june we saw seven conditional use permits two development plans for non-residential projects 18 subdivision plats and six variances looking at the plots and lots approved so for 2021 on platz 32 have been approved that's down from 2020 at this time when we were at 44. however with the lots again we've done several large auction

plans and for lots so far in 2021 that have been recorded we're at 87 new lots and at this time in 2020 we were at 57. uh building an electrical permit summary so for building permits may we did 32 and then things picked up in june and 48 building permits on the electrical side 107 electrical permits in may and 118 in june and single family dwellings so again this has been a busy year we only did four in may however june rebounded with 14 july it's been really busy this month despite all the rain but so far for 2021 we're at 73 new single family dwellings at this time in 2020 we were at 64. uh the various inspections on those permits so final inspections that would be both building in electrical 118 finals in may 135 in june for footers new projects getting started 32 footers in may 28 june and then 51 rough inspections for

the start of electrical projects and 40 in june lastly international code council icc may was building code safety month so these are just some photos of our future building inspectors there and again it's all about continuing public education and just trying to raise awareness for the need for the building code that's all i've got happy to answering questions you all might have anyone have questions for adam all right thanks we appreciate good update thank you all next we'll hear from the hardin county engineering department mr charlie allen all right it's hard to believe i've been here six months already time flies when you're having fun though so appreciate all the cooperation and everything i've had over these six months working here it's been really great working with everybody it's been it's a good team here really is truly is so let's get into some of our topics erosion control we might as well talk about that since we've got all this rain right now erosion control looks like we've done 884

site inspections for the year we've had seven violations no stop work orders so 884 let's look and see how that compares to what we've done in the past but as you can see may and june 129 in may 112 in june inspections in june were down a little bit we didn't have quite as much rain so not as much need to go out as often 884 total though so far through the year as you can see again no novs in may or june no stop work orders in may or june the contractors are doing a very good job keeping all their bmps all their erosion control devices in place making sure they're keeping their sights clean and neat for the year it looks like we've done uh we're on a good pace for year to date uh if we keep on this pace we'll exceed the last two years easily the number one inspection so the staff is doing a good job of keeping out there in the public and keeping these sites inspected so let's look at though if we've had any public concerns we do we have had a few calls not very many though the last couple months we had three in may and june we try to get on those immediately and get call whoever we
