Meeting of June 8, 2021

[Music] good afternoon welcome to the june 8th meeting of hardin county fiscal court i'd remind you that this is a voting meeting and if you have cell phones to please turn them off or put them in the vibrate mode we'll begin with a roll call if you would miss donnelly [Music] thompson here ronnie goodman here mr doug goodman will lead us in a vacation and mr ronnie goodman and the pledge if you'll please stand did you join me in prayer dear god our heavenly fathers we're assembled today we come today to give you praise glory and honor we ask you to guide us in our decisions may we use our best skills and judgment the citizens of hardin county peace and heartless prevailing for these things we ask them thy name amen you join me in the pledge i pledge allegiance to the life of the

united states all right we'll go right to presentations today we have uh mr bryce shoot me from emergency management mr red it's the only time i get to go first just because mcnutt's not here today so good afternoon judge barry members of fiscal court i'll give you our update on what's going on with emergency management over the last month may 3rd meeting with our regional manager came down to meet with us in fact we've got our area wide inspection zoom wise tomorrow with the same folks from there meeting with our community health clinic and the national weather service conference call that day on the fifth kentucky march management copa 19 task force update which are just about

over with and coming to a conclusion i think we've got one more with the state may 6 of the regional hospital corporation our coalition call the 10th of may with monthly hardin county fire chiefs association meeting 11th was another hospital corporation coalition meeting and we get quite a bit of you all may not know this but we get quite a bit of equipment from them it still belongs to the state but it gets uh it gets stationed here and we're allowed to utilize it and make use of it while it is stationed here so anything from handheld radios ems to cots to light trailers those kinds of things so if any of y'all would ever like to see what we have as far as those types of items be glad to show them to you all may 12 meeting with step works at elizabethtown police departments we've had some trouble in the past with some misunderstandings when we go there to be able to transport people and so we met with them to talk about what elizabethtown's police department's procedures were and also what hardin county ems procedures were when we went there to pick up somebody may 19th kentucky emergency management response commission meeting that richard dewitt attends every year and

that has to do with our local emergency planning committee that we have to have here it deals with the folks extremely hazardous substances they use in manufacturing we also had may 19th another copen 19 task force update and get them twice a month may 20th fort knox site visit for ems as you all may know we are over there again for all of the college young people that are coming in to train and so we do have ems stationed over there at one of their sites and they're from there from five a.m in the morning till nine o'clock at night every day seven days a week so uh 20th was another hospital corporation coalition meeting and on the 21st we had our kentucky emergence management quarterly meeting and 27th another corporation meeting in our emergency services meeting next month we are going to try our next presentation we're going to do something different we're going to actually talk about our rave alert system and look at what we have for our warning sirens our towers and those

types of things and give peoples an update on those so try and work out a little bit different presentation next time any questions comments for bryce thanks we appreciate a good update and mr mcnutt won't be able to be with us today he had an unexpected issue that needed to be dealt with his report was part of your packet i'm sure if you have any comments or concerns he'd be happy to answer him if you contact him if not we'll just let us know we'll get the answers for you we'll move on to ordinances uh resolutions and agreements item three uh first up is item three a second reading adoption of ordinance number three two one dash four series 2020. it's amending the fiscal year 2021 budget which is our current budget it's the fourth amendment we had first reading on the 25th of may and second reading would be in order today it's basically amending in money that's counting road aid money that's additional from what we had originally budgeted some insurance proceeds and accounting now for the mowing contract that we have with fort knox

move to approve second order mr king saying mr wiseman approved second reading any discussion your name miss dolly judge barry yes easter yes doug goodman yes yes wiseman yes thompson yes ryan goodman yes king yes the next two items uh have to do with taxing ordinances related to the industrial site at glendale often referred to as the glendale mega site i know we're familiar with it but i thought i'd take an opportunity to make a few comments for the benefit of the folks at home so they'll understand what's going on the glendale mega site was created some 20 years ago when the commonwealth of kentucky was courting the hyundai motor company to select the site for a new automobile manufacturing plant here in hardin county kentucky finished second place in that contest so to speak and hyundai ultimately selected alabama for their project for two decades numerous prodnet projects has considered the glendale

site for a major manufacturing project obviously to date the site has not been selected yet over those years many improvements and enhancements have been made and accomplished to help attract potential development environmental studies and mitigations have been accomplished soils testing performed land cleared utilities constructs constructed to the site water and sewer to be specific and plans have been developed and funding is being sought to construct the new i-65 interchange near the site these initiatives were taken to alleviate concerns and questions often raised over the years by potential clients as we all know a project of this size will be attracted to this that will be attracted to the site will recall excuse me will require local incentives and concessions concessions in addition to those provided by the state of kentucky local incentives normally come from rebating for a specific number of years a portion of an occupational tax derived from the project as we all know and are aware hardin county does not have an occupational tax and it certainly is difficult to rebate something that you don't have increasing increasingly potential

clients concerning the glendale site are asking about local incentives almost 20 years ago the kentucky general assembly approved legislating legislation relating to economic development projects creating 500 or more jobs that allows for the establishment of a taxing district to lively taxes to help pay for the establishment operation and maintenance of government services in that district that exceed the level of services count the county provides in other areas of the county these taxes are an additional special ad valorem property tax and an occupational tax applied within that district only the two ordinances prepared by the county attorney for our consideration for first reading here today creates the taxing district lays out the boundaries and establishes the tax rates these ordinances were reviewed and discussed at the resources and community support committee on may 18th generally speaking the taxing district will encompass encompass the areas surrounding the glendale industrial site and is comprised of land lane north of the noland river east of new glendale road to the south of downtown glendale
