Meeting of October 10, 2023

so let's go ahead and uh and get started good good afternoon everyone welcome and um again just a reminder on your cell phones if you haven't got those turned off or turn to stun you might be able should should do that um let me make sure I did after saying it yes all right so this is the October 10th 2023 Harden County Fiscal Court regular voting meeting so let's begin and call this meeting to order all right roll call please Squire clim here Squire Hicks here Squire Muse here Squire Pennington here Squire Saltzman here Squire Thompson here Squire Whitehead here Square Yates here judge tall here next to be our invocation by magistrate Fred clim and Pledge of Allegiance by magistrate Yates with me please Heavenly Father we indeed come thanking you and praising your Holy Name father for this great day that you've given us father we just thank you for the beautiful weather and

the many blessings that you've also bestowed upon us and father we we come also with heavy hearts and burdened with what's going on in in Israel father we just lift up the nation of Israel and the people of Israel and father father those that have uh lost loved ones and continue to be under the terror of an evil an evil body father we just ask that you protect him arms around that whole area and and just be with the people in a time of strife and teral father we ask that you be with our nation too father that we be vigilant of our own of our own soul our own country father we uh just ask that you uh be with us through this meeting father just give us uh guidance Clarity and vision for our community these things we ask in your son Jesus Jus name Amen to the flag of the United States of America and to the repic for it stands one nation indivisible liy and justice for all all right just uh a few comments uh

again thanks for uh joining today um always appreciated whenever our uh mayor of of a very Northern tip of our county is here is it our is it still part of north of of of Harden County as today yes sir all right very good so very happy to see you and your lovely wife here with you today um all obviously all the other um elected officials that are here and I just appreciate all of you being here and our department heads that are here today uh to give some reports um just appreciate all of you and of course my staff that's here and uh just uh thank you all for being here and all that you do to put this together today we have a great team here much to do but uh it's exciting times in Harden County right so um so we don't have a huge am amount of items on the agenda today uh so I I will review it quickly of course we've got our minutes to approve and then we have some um various Department reports to go over we'll have of time for any uh citizens concerns or comments

uh we don't have any big ordinances or resolutions really to specifically vote on so we have a few items in our consent agenda to go over and vote on and then our um uh typical comments at the end of of this meeting so that will pretty much pretty much cover it um so we'll just move right on into um approval of Harden County Fiscal Court September 26 2023 minutes is there a motion to approve second okay there's been a motion in second any discussion hearing none can we have a roll call Square Clen yes Square Hicks yes Square Muse yes Square Bennington yes Squire Saltzman yes Squire Thompson yes Squire Whitehead yes Squire Yates yes judge tall yes motion passes all right next on the agenda will be our department or office reports uh the first one up is planning and um our director Adam King will present to us

today it looks like good afternoon good afternoon hello all right I've got this will be the July and AUST reports from the plan commission first up this was a preliminary Subdivision plat that got approval this is a 31.6 Acre Site we're down near Lindale very close to the intersection of Sportsman Lake Road Kentucky 222 the appc m mission l l and this was 67 single family residential lots uh and then there would be one non lot there near the flood plane and then also one lot for a four out front next this is a zone change from rural residential R2 to the agricultural Zone this was the down on they also received AAL use perm there this was a preexisting Sawmill that was getting approved to do some expansions was in but uh but that was approved and the conditional use permit was also approved next will be a few items that

went before our Board of AD adjustment um so this is the Chandlers and we're out on Salt River Road a 33 Acre Site uh they were approved for what's known as a permanent accessory dwelling uh again that is to allow for two homes on one piece of property so there you see the the larger home the 4,000 ft home and then ALS also a 1680 ft home there uh these are uh kind of providing some much needed housing uh with blue oval coming to town uh also uh you could supplement your income renting it as an Airbnb but more often times than not we're really finding these are being rented or used by family members um another one here also a permanent accessory dwelling this is the Helms out on Ridgetop Lane in Big Clifty uh this one was a unique situation in that the existing 1968 home was going to be the permanent accessory dwelling there behind the proposed new home uh twostory 4800 squ foot house uh this is another permanent accessory dwelling this is the hearts we're out Bargetown Road uh pretty close to the Nelson County Line there uh near

Mountain View Estates Road uh so they had an existing home and then they were actually going to build a pole barn uh that was going to have about uh 600t of living space there for a family member back behind the main house and then one more uh also out Bargetown Road this is uh the Hawkins family and we are out Bown Road just past Waco subdivision n Trucking there uh and this was a um 1900 Square ft permanent accessory dwelling little different here and that the smaller house was going to be out front but with the tree line uh the main house in the back wouldn't be visible so you wouldn't have the appearance from the road of two homes on one piece of property um this is uh also Glendale uh we are on First Union Church Road very near the Harden County Fairgrounds uh this had previously been the be the beards and the Bennetts and the bushes slaughterhouse uh an outfit Bluegrass lamb company's been there for quite a while uh they were seeking renewal uh you see in the photo there they're also adding a covered canopy for the trucks to back in in the front and that was

approved looking at the various land use applications and again this is through July and August uh 16 variances 23 conditional use permits uh 15 development plans for non-residential projects 66 subdivision plats and then 11 zone changes um so looking at number of plats and Lots recorded uh through the end of August we were at 54 plats uh very similar to 2022 when we were at 57 uh looking at New Lots 2023 through August we're at 29 New Lots uh 2022 at this time we were at 34 um but really kind of indicative of of how busy we've been here for building permits uh 596 through the end of August so how that compares to 2022 was we were at 351 so 240 additional building permits so far this year on the electrical side again my electrical inspector Greg Carwell has been crazy busy uh 1236 permits whereas in 2022 he had done
