Meeting of November 14, 2023

time to begin so it's U it's good to see all of you here today good afternoon welcome um just uh again just a a check for your uh for your cell phones if you have those I kind of check those make sure they're turned off all right so this is the November 14th 2023 Harden County Fiscal Court regular voting meeting so let's begin and call this meeting to order all right let's begin with a roll call Squire Clen here Square Hicks here Square Muse here Square Pennington here Square Salzman here Squire Thompson here Squire Whitehead here Squire Yates here judge tall here all right uh our invocation today is magistrate paty Whitehead and Pledge of Allegiance magistrate Kenny Salzman please pray with me Father God as we pray before you today please help us to enjoy the beauty

around us help us to appreciate and enjoy the Simple Pleasures that surround each day Lord help us to become more tolerant with one another to show more tolerance with those we love and work with to show patience instead of frustration father father God remind us to love thy neighbor and to treat others with care and respect guide us in the direction that pleases you and keep us focused on Good Deeds Lord we ask you to watch over our families our community our nation as we head into an uncertain future may all that we do be in your glory in Jesus name we pray amen I pledge allegiance to of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and

justice for all all right again thanks uh everyone for joining today um you see see um our mayor from the Northern end of our County everything still okay up there still part of Harden County so things are well in that end of the county so thank you very much for joining us today and your wife um thanks again for all of our uh elected officials that are here and uh appreciate all of you and um and then of course all the U of our citizens that are here interested your local government I appreciate you coming and and participating with us today uh actually today our uh is a fairly light agenda and so uh just to review it real quick uh again a typical agenda where we'll look uh and approve the minutes from the last meeting we have several presentations today and some written reports that are included and um and available to anyone that wants to look at those uh we and then we really just have a time of uh citizens concerns or

comments that will be available and then our consent agenda today that I'll uh run through real quick and then any comments at the end so we'll pretty much cover it uh today um Lots going on uh I just kind of rolled in here and sat down just to get a breath and um it's it's been uh there's just um as many of you know a lot of lot of changes going on on in the in the county I know that there's been some uh concern or consternation I guess about uh the U about blue oval and and some miscommunication even of the second plant U basically putting a bit of a pause on their production um they've indicated that construction will continue at least to a point where they have things in a safe place and um so I'm not sure haven't really been able to figure out exactly what that means how far that goes with construction of the second plant but um but they did say that um all indications are still go it's just that uh the EV um Market

hasn't progressed as fast as they had anticipated so as any company will do they will um uh you know make some adjustments to their plans um it doesn't make any sense to produce a whole bunch of of any product if there's not a buyer out there to to to purchase those so uh so anyway uh doesn't sound like a long pause but right now I don't know what that actually means and and to be honest uh with with you I mean as I've said before that if anything it's a bit of a silver lining and things have moved so fast that it's hard to adjust um that quickly and so if anything it gives us a little more time um as your local government and the services that we provide to adjust and and to um you know get prepared for a lot of people moving to this area and so uh if anything it's it's uh I see it anyway as a bit of a positive to slow it down just just a notch at least and let us let us uh proceed uh accordingly so I I don't see any changes uh to how we're proceeding

um with infrastructure uh improvements the things that we need to do there um you know especially in emergency services we we still need a lot of improvement and we still need a lot there's a lot of growth there so we we it takes time to um you know to plan all that out and we're in the process of doing that now and uh so we're you know we're it's uh I don't see it really as a negative you know some might but I I don't and and uh so anyway that's kind of one of those things that uh I've get I've gotten a lot of questions about just wanted to comment on all right um let's move on then to uh approve the uh Harden County Fiscal Court our October 24th minutes is there a motion to approve so moveed second moved in second any discussion hearing none we have a roll call Squire Clen yes Squire Hicks yes Square Muse yes Square Pennington yes Squire suzman yes Square Thompson yes Squire Whitehead yes Square Yates yes

judge tall yes motion passes all right so uh let's move on then to department or office reports uh first one up is planning that's Adam King good afternoon afterno afternoon all right I've got the September and October reports from the Planning Commission going to start off with some items that went before the Planning Commission in this two-month period uh first this was a zone change request out on Upper kohlberg Road from Aston Muse uh the request was from the R2 rural residential to the R1 Urban residential what that allowed her to do there was to subdivide that 2.29 Acre Site into two Lots there uh to allow for the construction of one additional home on that lot on the South Side next uh also out um Eastern side of Harden County this was Duke and Cooper Investments this is in wo subdivision out barstown Road the former rock quarry um so the property been zoned heavy industrial since the adoption of zoning in 95 due to the rock quarry uh they

were down zoning that property there those two lots merging the lot together uh so the request was to the C1 commercial Zone and that's going to be a mini warehouse facility um this is also out Eastern Harden County it was a busy period for that area we're out Bargetown Road just past the intersection with Upper kohburg Road and this was Michael Paul U resoning from R2 to R1 to allow for that smaller one acre minimum lot size I'm going to develop a 10 lot subdivision there with a single Street uh to allow for the construction of each of his kids is going to build a home there and then they would have some lots for sale to build some spec homes um this is Amish Lane um IA and Toby Mast uh got a zone change from rural residential R2 to the agricultural Zone 81 uh this was a 98.2 Acre Site then they also obtained a conditional use permit to operate a sawmill there then we also had Sarah and Albert Miller again this is also on Amish Lane
