Meeting of September 13, 2022

good afternoon welcome to the september 13th meeting of hardin county fiscal court i'd remind you that this is a voting meeting if you have cell phones to please turn them off or put them in the vibrate mode we'll begin with a roll call if you would miss dolly williams here clem here wiseman thompson here ronnie goodman here king here judge barry here easter here dad goodman here mr clem will lead us in the invocation of mr king in the pledge if you'll please stand please pray with me our most gracious and loving heavenly father we indeed thank you for this beautiful day that you've given us and for the many blessings of this day and father we just come praise in your holy name and thank you and ask for uh for your forgiveness for the times where we fail you and father we just ask for strength and guidance and clarity in the decisions that we make as servants of the hardin county government and father we just want to lift up our country and always pray that our nation would reflect on itself and

and look back to the core values that we were founded in father return to those those values and father we just asked that uh you be with our first responders or our military that stand guard and stand watch for us on a daily and nightly basis and father go with us to this meeting and further exercises of it lead guide and direct us and your son in jesus name i pray amen would you please join me in the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god we'll start with department uh reports today and first up is hard county planning development commission mr adam keane good afternoon i've got the july and august report from the planning commission start off with a few items that went before the planning commission and board of adjustment

so this was a zone change teresa and jeff price out on south wilson road an existing mobile home park they applied for a zone change to commercial they've slowly converted the mobile home park over to an rv park they bought an adjoining property and we're requesting the commercial zone to add 33 additional spaces there and that zone change was approved this is on south wilson adjoining cali crossings next you're all familiar with this one this was a road closing review for cherry hill drive an undeveloped road over here off hutcherson lane this was approved by the planning commission and subsequently approved by fiscal court next was a zone change out at the corner of bardstown road and chestnut grove road this was a small three-quarter of an acre corner lot here this one zone change actually from commercial to residential to allow for the placement of a manufactured home there and that would be adjoining the old tree farm this is in glendale richard and stella

kerr didn't have a project proposed at this time but it's a four acre site in the 801 glendale hodgenville road west the zone changed from r2 rural residential to c2 general commercial you'll notice there the drone photo so you can see where they're starting to cut in the new kentucky 222 there for the new interchange and then in the background there blue oval sk where they're moving on the dirt this was a variance that came before the board white mills christian church down in white mills uh so they are going to replace uh the sanctuary and build this new building uh and of course as many things in downtown white mills i'll call it it's too close to the road so they were granted a variance to be in line with where the existing church is this was a conditional use permit for what we call a permanent accessory dwelling a patrician mark bracket out at the corner of hodgenville road and round top road 60 acre site now they had a small garage apartment and they're building their forever home there on the

right hand side of the screen so we approve that as a permanent accessory dwelling they can keep the garage apartment for when the family comes into town lastly here this is uh sicilian bank we're in downtown cecilia uh at the corner of 86th and methodist street uh they're proposing to build a storage building there so again in character with downtown cecilia two club it is far enough back off the set back on 86 but would be too close to methodist street you might be familiar this was the site of the lord furniture company that caught fire back in 2015 so cecilia bank has purchased that corner lock there and going to put up a storage building looking at the various land use applications for july and august three conditional use permit applications four development plans seven zone changes 14 subdivision plots and five variances looking at the number of flats and lots recorded thus far through the end of august we're at 57 flats right in line with last year when we were at 58

on the flip side here the number of lots only 34 new lots this year so again much of what we've been doing is consolidating uh old lots uh so we we go negative where at this time in 2021 we were at 111 new bots looking at permits permits is slowed down some building permits for july was at 39 46 for august electrical permits have stayed a little steadier with 103 in july and 109 in august and then as i mentioned uh we lack lots so single family dwelling is actually down 76 new homes through the end of august kind of where that compares to years past at this time in 2021 we were at 93 in 2020 we were at 112 2019 116 and 2018 112. so significantly down again some of it's still the availability of building materials i think some of it is also just how much development activity we

have in the city of elizabethtown so a number of inspections uh final inspections for july was 112 final inspections in august was 130. a couple informational items so i did present to the lincoln trail homebuilders association back in july at hartland golf course i just sort of gave them a year-to-date update on single-family dwelling construction subdivision flats etc we had our first joint planning commission with the city of elizabethtown since 2010 so it was very productive the elizabethtown planning commission came here a couple members of the city council and also their planning commission staff jim shaw at the city gave a presentation and i gave a presentation again sort of year to day what the development activities like and then again just kind of prepping for uh for ford and glendale i think that's my last slide so again i want to invite everybody we are going to have an open house for our comprehensive

plan update this will be next tuesday from 4 30 to 6 30 at the state theater it is an open house format so you can come and go anytime there there will be some exercises some surveys we like to get from folks just kind of you know what what do you want for the future hard count so this will be a nine or ten month process here most likely to update our comprehensive plan and we want all the public input we can get that's all i've got happy answering questions you guys might have comments for adam thanks we appreciate it thank you next we'll hear from the hardin county engineering department with stephanie gibbons good afternoon good afternoon i have the update for the engineering department solid waste and code enforcement and this will include the erosion prevention sediment control inspection public concerns addressing addressing rainfall data solid waste events and code enforcement for our erosion prevention sediment
