Hardin County Fiscal Court
Meeting of October 13, 2026
Fiscal Court Meeting - October 13, 2026
Summary
The Hardin County Fiscal Court met on October 13, 2026 and passed every item before it, with all votes recorded as yes. The judge opened with good news that the contract for repairing the White Mills bridge has been signed. The contractor has about 60 days, and officials hope the bridge reopens before Christmas.
The court closed a 168-foot, undeveloped portion of Spurer Alley in White Mills after a public hearing. The planning commission had recommended closure, and the alley is part of a homeowner's yard. The court also gave final approval to a countywide ordinance banning the sale of dogs and cats in parking lots and flea markets. Hardin becomes the second Kentucky county to do so, and the ordinance also holds property owners responsible. A second ordinance, a temporary moratorium on rezoning and conditional use permits for data centers, passed on second reading while the planning commission reviews changes.
The consent agenda passed. It included financial transfers, a $100,000 grant-pool road resurfacing agreement for Middle Creek Road, a roughly $40,000 phone support contract renewal, and rejection of bids for two truck box remounts. It also covered joining the statewide 700 MHz radio system, which will need a device costing about $15,000, and the purchase of 14 EMS cardiac monitors for just over $848,000. That bid came in about $55,000 under estimates thanks to a discount, and the current monitor contract expires November 30.
The court also heard animal control and detention center reports. Animal control reported 81 dog adoptions in September, and the detention center reported inmates cleaning 191 miles of roads and splitting firewood. Officials noted election reminders (absentee ballot request deadline of October 20, in-person excused absentee voting starting October 21) and upcoming community events. The next meeting is October 27 at 5:30 pm.

- 2:28
Uh we have several presentations. Uh have citizens concerns and comments. And then we have uh a um resolution and two ordinances to vote on today. And then the uh consent agenda which I'll uh go through each of those items that are included in that. Then as usual wrapping up with comments at the end. Okay. So that's the agenda. I just wanted to make I just had one uh some good news. So, uh, one of the things that just happened today is that, uh, we have been able to sign the contract with, uh, the group or the company that will be working on the White Mills Bridge. Uh it's been a long process to get us there and um thankfully our engineer, our senior engineer, Mark Abshire has done a great job working through all of that with the contractor and with the state to u get approval for the um for for the um repairs that are going to be made. So they uh they have about 60 days uh uh from that point on. So, I'm hopeful before the end of the year, before
- 3:41
Christmas, uh that we'll have that bridge repaired and have it back open for traffic. So, that's the good news of the day. Okay, with that, I'll move on and we need to approve the Harden County Fiscal Court September 22nd, 2026 minutes. We need a motion to approve. So, — moved. — Second. — Moved and seconded. Any discussion? Okay. Roll call, please. Squire Clim, — yes. — Squire Hicks, — yes. — Squire Muse, — yes. — Square Pennington, — yes. — Squire Saltzman, — yes. — Squire Thompson, — yes. — Squire Whitehead, — yes. — Squire Yates, — yes. — Tall, — yes. Motion passes. — All right. Next we have a public hearing and this is um a request to close 168t foot portion of Spurer Alley, a 15- ft undeveloped alley in White Mills, Kentucky, conducted by Jenny Olden, our county attorney. Thank you. All right. So, this is a road
- 5:34
closing request. Uh it's labeled as Spurer Alley. It's a 15- ft undeveloped alley. It's about 168 ft long and we are down in White Mills. Uh planning commission is sending a favorable recommendation to fiscal court. Close. Uh this alleyway, these are the exhibits that will enter into the record. I'm not going to read all those. Um, so KRS 100.3244 states that the planning commission needs to look at a street closing with reference in regard to the comprehensive plan and then make a recommendation to the referring body. In this case, that would be fiscal court. So, uh, again, you're all familiar with White Mills, but we are down in White Mills, uh, just south of White Mills Road, south of the Nolin River, and we are between Lelay Lane and Cersei Lane. Again, this is the county zoning map. So, the property is zoned rural residential R2. Um, an aerial photo. So, again, in this location, the flood plane is is literally just associated with the river. Spills a little bit onto the camp property there, but nothing south of the
- 6:48
river is flood plane. U, this is an exhibit just illustrating existing home and a couple of barns on the property. Again, the alley is not constructed. It is just part of the yard. Always has been from what we can tell. Here's that plat from 1922. So again, the alleyway proposed for closure, Spurer Alley would be there circled in red on the north side. And Payne Street and a portion of Spurer Alley to the south there closer to 84 were previously already closed by fiscal court in 2006. And again, there's that amended plat that closed that alleyway and roadway uh to just merge that all into three lots it looks like there. So, here's the proposed plat. Uh this has been reviewed by the planning commission and would just be waiting uh favorable approval today from fiscal court. They record this plat and then this alleyway would become part of this property. Again, we're merging uh eight lots into a single lot there. Um, just for the record, here's the planning commission. We had signs out there since a August 14th. Uh, and we
- 8:02
also sent notice to the adjoining property owners. And then we did that again for fiscal court. Uh, and those signs have been out there since September 25th. Also ran the newspaper ad and the first class mailings to the adjoining property owners. Just some photographs again. You can see here the alley almost runs through that barn. Just part of the folks yard. Always has been. Uh the three signs were required to post. Again, looking in the other direction towards the river, there's the termination of this section of alleyway and the existing home on site. Um so our staff report will be a part of the record. um citing that it's in compliance with goal seven, improve the transportation network so people can safely and easily move throughout the county using a variety of modes of travel. And objective 7.6 evaluate and close streets or streets of record and rights of way which are not being used, have not been constructed or are unnecessary. Um there is planning commission resolution 202612 again with a favorable recommendation to
- 9:16
fiscal court to close this alley. Uh you all previously appointed the viewers that was myself, Mark Abshire and Michael Steck. Um here is our viewers report again finding that this closure of this alleyway will not cause anyone in inconvenience. And then lastly, we've prepared resolution 2026 164 for your all's consideration to close the alley. That's all I've got. I'm happy to answer questions if you've got any. — Those are the owners. That's correct. — Thank you all. All right. Thank you. Maybe just for some continuity, uh, let's just go ahead and move this resolution up and vote on it now. Uh, so I'd like to approve the resolution 20264 related to road closing, Spurer Alley,
