Hardin County Fiscal Court – July 8, 2025

The court opened with the usual roll call, invocation, and pledge, then approved the June 24 meeting minutes (Magistrate Thompson abstained). The court passed three ordinances: a first-reading budget amendment carrying over about $13 million in unspent funds (including money for ambulances, library, and road department trucks), an ordinance amending the standing order for recurring expenses, and the second reading of an updated ethics ordinance.

The consent agenda was approved as a whole, including claims, personnel changes, a resolution funding new emergency dispatch software, and a resolution establishing subscription fees for the newly merged West Hardin Fire and Rescue department, formed from the dissolution of the White Mills and West Hardin 84 volunteer fire departments.

During comments, Magistrate Saltzman addressed and denied a news report accusing him of an obscene gesture toward Magistrate Hicks, and asked Judge Tall whether he had signed two resolutions and whether he intended to enforce new policies; Judge Tall said he had not yet signed them pending further review. Several magistrates asked for prayers for victims of flooding in Kerr County, Texas, and reminded residents about the Hardin County Fair and upcoming committee meetings. The meeting adjourned with the next fiscal court meeting set for July 22.

Uh you're probably not hearing as much about it. Things are starting to wind down thankfully. Um there is a written uh report in the written report section that you can get some uh more details, but I did want to cover that um that we have 472 registrations at this point in Harden County. Uh we have 469 that were valid registrations and there's been a loss recovery for Harden County of approaching $3 million to those that uh needed help. And so um that's where we're at right now. The date, the last date, um to actually go and see somebody in Harden County is this month. I believe it's the 25th. So 25th is the last day that their office is going to be open is what I've been told.

I got um an update email just an hour ago says the president has not provided public assistance for this declaration. Public assistance has not been denied. We are told it is under review. there is no

    indication as to when a determination will be made. So that's from U FEMA that came. Okay. Uh moving on then we'll um we'll go into our presentations. Our first one up is planning and Adam King. Good afternoon. Good afternoon. All right. All right, I've got May and June uh from Planning and Development. Uh first, an item that went before the planning commission. Uh this was a zone change request uh by PCH properties. Uh the zone change request was from the C0, that's a neighborhood commercial zone, not one that we deal with too often, to an urban residential and R1 zone. Um, this was for financing purposes on a 1.7 acre site out at 3563 Hajenville Road. Um, this would be right there near Wakefield subdivision uh before you get to Redm Mill Road in the Laroo County line. Um, so this property had been zoned C0 um back in the early 2000s because they were actually operating a beauty shop

    out of that detached garage you see there on the screen. uh PCH properties bought the home uh remodeled it and just wanted to sell it and the C0 zone created an issue for their buyer with financing so we reszoned that to Urban Residential R1. A couple items that went before the Harden County Board of Adjustment. Um this was a variance request uh also out Hodgenville Road. Um Fourth Generation Properties is the owner. The applicant was Kerr Landscaping and essentially this was an old automotive shop there. You got a photo of it on the screen. Uh they were remodeling it. Um and they were adding a covered front porch. Unfortunately, this property was surrounded on all sides by residential property. So there were 40 foot setbacks all the way around that property. So on the platter, the development plan there, you'll notice that area in green. that is the only buildable area on this little halfacre site. Um so the covered porch was in the setbacks. Um so they requested a variance. Wasn't getting any closer to that home next door and that was approved. Uh another variance here,

    this is Taylor's Lane. Um kind of in the Rinyville area out off St. John Church Road. Um, but they had some water in the basement as as many homes have had here with all the recent rains. And one of the issues to alleviate that problem was that existing covered porch you see there. Um, so they were tearing that down, going to widen the porch to cover the whole front of the home and they needed a variance. Taylor's Lane's a a deadend road, very narrow with I think only four homes on it um at the end of the road. So this variance was also approved. Looking at the various land use applications halfway through 2025, we've done 12 conditional use permits, 14 variances, um 12 development plans, five zone changes, and 43 plats for the year. Looking at our plats and our lots. Um so far on plats we would be 43 total plats recorded. Um how that compares to 2024 we were at 49. Um on the number of lots 55 new lots for
