Meeting of February 28, 2023

and welcome everyone it's good to see all of you here I appreciate all of our elected officials and department heads and any other concerned citizens that are here this evening I appreciate you being here and being a part of our local County Government so this is the February 28th 2023 Hardin County Fiscal Court regular voting meeting and just a quick reminder about your cell phones if you want to go ahead and check those and put those turn them off or put them on stun whatever you need to do to um save yourself some embarrassment all right so uh I'm gonna go ahead and call this meeting to order we'll start with a roll call Squire Clem here Squire Hicks here Square Muse here Squire Pennington here Squire Saltzman here Squire Thompson here Squire Whitehead here Square Yates here judge tall here so we'll we'll go ahead and have our

invocation will be a Magister Kenny Saltzman and our Pledge of Allegiance by magistrate Kenny Muse please stand you buy your heads oh God we thank you for this day that you've given us the beautiful sunshine outside I thank you for this County that you've given us here in Kentucky Hardin County father I pray that you would bless each and every one of us here on the court I pray that you would bless our families and help us to continue to do the good work for the people of Hardin County guide us today guide our thoughts our words Lord as we do your business pray Lord that you would be glorified in everything that's done in Christ saying we pray amen amen amen I pledge allegiance to the flag of the United States [Music] receive it all right so um just a few things I'd like to talk about before we jump into all of the business we uh just to kind of review the the

agenda I believe we we should still have looks like we still have a few extra up here if anybody wants one but we have uh I'd like to at least talk about a couple of proclamations that we have been able to do here since the last meeting and then we will um I'm probably just going to pull the the meeting minutes I know that's after the public hearing right now but I want to pull that up and just go ahead and take care of that that vote and then we'll go into a public hearing and we'll talk about a road closing and then we will move on to the department and the office reports and some written reports that are also included and then we'll have some time for any concerns or or comments um that will be available and the ordinances and resolutions any agreements we have four of those to vote on today and then we have our consent agenda and I'll work us through that what we'll be voting on several resolutions that are included in that

we'll have some our typical comments at the end we will have a which is different than usual also a closed session that we'll need to have we'll uh that's right at the very end and I think we've decided to go ahead and have a uh we'll have a motion to have that quote to open a closed session and also adjourn since there will be no more activity after the closed session so if I haven't confused it too much that's that's the agenda that we plan on moving through okay so uh just a couple uh neat things that happened since the last meeting we had a proclamation um just wanted to run run that by all of you so that you know that this happened um we had the um this was for a special teacher in our County and it I'll just read you just part of this not the whole thing but it says whereas teachers contribute to the economic growth of this nation by providing students with the skills to make them a viable part of the workforce and whereas teachers are molding lives and shaping the future of our next

Generation representing an investment in the life of this community and whereas WHAS 11 has recognized Susan Duvall of Lincoln Trail Elementary School as the Hardin County Schools 2022-2023 Excel Award winner and so we presented this proclamation to Susan Duvall and we declared it Susan Duvall day on February 22nd of this month so anyway I just wanted to let you know that that happened and if you if you know this Duvall and get a chance to to congratulate her on uh receiving this award in addition to that there was another Proclamation that we were able to attend an event um I wasn't able to go but but Vicky was was able to attend in my place and so she was able to read this this Proclamation it was a to a boy he's eight years old and he's had lots of health issues and he was being awarded a a special bike right

and so we were able to attend that and celebrate that with him it says whereas amazingly in just his eight years of life so far Elias Carter has already shown many of the principles that embody The Honorable values that guide and Define the Cub Scouts that he so proudly represents such as trustworthiness and loyalty helpfulness friendliness courteousness kindness obedience and bravery and whereas through his daily strength and examples show others how to lead a life full of spunk and love and humor so we declared February 13 2023 is Elias Carter day and so he was pretty excited about that and um so just wanted you all to know that um we're participating in some of these things and very excited about a few of our citizens out there that were able to have some really neat achievements in able to recognize them okay um

so I'd like to go ahead and move up and just get the minutes from our last meeting go ahead and get those approved to see if there's any changes to those so and this is for the our last meeting on the 14th of February and so do I hear a motion to approve those minutes second so it's been moved and seconded any discussion hearing none roll call please Squire Clem yes Squire Hicks guests Square Muse yes Squire Pennington yes Squire Saltzman yes Squire Thompson yes Squire Whitehead yes Squire Yates yes judge tall yes motion carries all right our next item is a public hearing I'm going to turn that over to our wonderful awesome Attorney judge um so I need to put a few things on the record and I know this is our first road closure hearing as the new court so feel free to ask questions as we go along to discontinue any County Road a request

system made a two property owner Stephen and Daniel London and boss and Latasha Eisen to close the platted and developed 50 foot right away for future street at the end of West Andrew Court in the orchard subdivision notice of today's hearing was in the news Enterprise in the February 1819 Edition and on February 14th this court appointed viewers to make a written report after the court regarding any inconvenience that would result in the discontinuance and that report is in your materials I believe the wall requires the Planning Commission to review the discontinuance of the road in accordance with the County's comprehensive plan and I'll have Adam King approach to give you that report and he will give the background and answer any questions before it has and then we'll give the public um thank you all right thank you so as Jenny stated
