indivisible with liberty and justice for all we'll start with the department reports this afternoon and to start off the new year for us we have mr adam king with hardin county planning development good afternoon good afternoon all right i've got the november and december report from the planning commission this also service our 2021 year end report start off with a few items that went before the planning commission and board of adjustment this was a zone change request from the r3 residential aspect zone to the c2 general commercial zone andy valletta this was for a proposed rv park that was going to be on 27 of the 35 acres there and this is at the corner of kentucky 313 and masters life next you all have seen this one before but this is a road closing request for quail roost road and undeveloped street

in spring offspring meadow drive up near radcliffe so this was closed by the planning commission and then also by fiscal court this is the gray and hill property zone change request from rural residential r2 to the a1 agricultural zone 1072 acres 11 parcels this will be going before the board of adjustment for a roots creek solar farm on march 3rd so the zone change was approved by the planning commission in december lastly here this is amanda bowen she's doing business as cutters ridge so this was a conditional use permit for a slaughterhouse there on east view road it's been in operation since 2009 and they were granted seven additional years on their conditional use permit i apologize this is a little small to see but this is the review of all the land use applications for the year so land use was quite busy 35 conditional use permits eight development plans for non-residential projects 14 zone changes three row closings and

19 variances here are the numbers for flats and lots so for subdivision plats recorded numbers were down a little bit we were 88 total for the year that compares to 109 for 2020. however looking at the number of lots on those flats 181 new lots for the year so that's up dramatically from 2020 when we were at 129. looking at building electrical permits so building permits for the year 495 total permits electrical 1172 pretty similar to 2020 2020 we did 548 building permits and 1149 electrical permits uh looking at single-family dwellings so november was a great month with 21 new houses but uh year in total we're at 138 so that's actually the lowest since 2016. and then on the right hand side of your screen there would be where those homes are in the county i'm just looking at some numbers here so

again of the 138 new homes the average square foot under roof so that would include garages and porches was uh 2 837 square feet total construction cost just on the homes was over 34 million so that gives us an average construction cost on a new home of 248 thousand dollars um here's just some comparison for 10-year comparison on building permits and single-family dwellings so again you'll notice it kind of ebbs and flows uh 2020 was a was a busy year on the building and electrical side uh so it's dropped some but hopefully 2022 with the ford announcement it's going to be another busy year and then lastly just looking at our inspections uh so again 1534 final inspections for the year 497 rough electricals 347 footers that's all i've got happy to answer any questions you might have comments for adam we appreciate it good job thanks thank you

next we'll hear from the hardin county engineer miss charlie allen all right good afternoon everyone this is basically going to serve as our uh year-end report 2021. i'll go through all the various slides here's uh our erosion inspections we did 1721 site inspections for the year we had 16 notice of violations and no stop work orders so that's uh i'll just show you kind of the trend of how we're looking for the for the months across the board we started out last january we're kind of playing catch up for some uh inspections that hadn't been done for a while we were trying to clean things up a little bit so that january last year was a huge month but as you can see across the board you know we're averaging 130 to 140 inspections per month so that's pretty good without you know our inspector stays out there we try to hit every uh site at least once a month every every site it's under construction you can see our annual inspections were way up from uh 2020 or over about 500 inspections more than was done than was completed in 2020 and about 600

more than 2019 so that's good news novs are staying fairly low the last few years there was a spike there in 2017. 2017 things have been cleaned up across the county though you can see the contractors are doing a really good job keeping their sights uh clean for the most part and keeping erosion contained on their site hey charlie can i ask you something about that last one what happened in january that there were so many would you say to them or did you get on them and you went down and stayed down the rest of the year yeah well why were there so many yeah january yeah well it was just because i think there was uh some personnel changes within our our department so we were just trying to go back and and pick up some of that okay he was the man whatever happened it yeah that was straightened down did yeah that's the that's the main thing we were doing some training in house there too so we we had everybody out all of our crew including myself we were out going through the whole county i was trying to get familiar with the county as well last january so we were doing multiple inspections last january trying to catch up a little bit okay so public concerns and uh public

response that you can see i think i have a slider i want to say a little something oh yeah text might go that's one one tool that we're using so the public can uh can get some information to us we're working with e-town radcliff and vine grove kind of as a storm water coalition we're developing a new video that is going to highlight our our community's natural resources that video hopefully will be ready sometime in february and will be shown at the movie palace and on the screen then it will have the words text water to the text my gov number which is 270-951-0951 and when they do that then it'll ask if they're in the city or the county and then if they're in the city it'll ask what which city is that vine grove e-town then it'll direct them to their website where they can go on there and find to their stormwater website to be able to get their information if it's county they'll come to me i'll get an email that go into our iwork system we'll be able to follow through with that complaint very good tool public response calls overall for the year we only had 41 so we didn't really get a lot of
