Meeting of February 14, 2023

it's good to see everybody here today another good crowd and uh happy that you're here today and just looking around see our see our Sheriff back here thanks for being here today um is our Jailer here how could you not okay and of course we've got our our clerk right over here County attorney man this is great I think we're ready to uh oh one thing I did want to say too of course I want to appreciate all the department heads that are that are here today and uh appreciate you being here backing me up in case there's some big question that I haven't figured out yet which is probable and um also um just want to thank my uh my wife for being here today I got a feeling that we're going to be going out to eat later this this afternoon um so just uh thanks everyone for for being here so this is the uh February 14 2023 Hardin County Fiscal Court

regular voting meeting and so we um just one reminder cell phones if you don't mind checking those and and save yourself some embarrassment all right so um okay so let's let's uh begin and we'll have um a uh the start the meeting and we'll have the Roll Call Squire Clem here Squire Hicks here Squire Muse here Squire Pennington here Squire of Saltzman here Squire Thompson here Square Whitehead okay Square Yates judge tall yes here we will have our in invocation um by magistrate Fred Klim and Pledge of Allegiance magistrate Patsy Whitehead if we could stand indeed thank you for this beautiful day that you've given us father we just thank you for the many

blessings that you've given us as a community and father as a nation and father we uh we lift up our First Responders those that are there protecting us day and night and father those that respond to our personal needs on a daily basis father we just appreciate them so much they lay so much on the line and father we we lived up to their families too who support them and have to run the show a lot of times when their loved ones are away and father we uh we lift up our nation father we our Nations seems to have almost lost its way father we just asked that you be with us to be with our leaders father early uh we're mindful of your word when it says woe that when you call good evil and evil good and Sweet Bitter and Bittersweet father just help us be mindful of your work and mindful of that warning and father be with us today as we go through this meeting father just uh lead us and guide us and direct us in the things that you want us to do and these things we're asking your son in Jesus name amen amen and justice for all

thank you so uh I I guess just some opening comments um again thanks everyone for joining and participating in your local County government uh again the just a quick review of the agenda and I believe there may be a few left up here in this box up in front if you if you desire to have one but we will the next thing on the agenda we'll be looking at our minutes from the previous meeting and voting on those we'll then have some Department reports from Animal Control and from the Emergency Management there will there are some written reports that we won't go over today but they are included and then we'll move on to any citizens concerns or comments and then we'll move to ordinances resolutions agreements uh these types of things that we have a couple of those to vote on and then we go into the consent agenda and we have a whole bunch of items that

are in that that I'll review any comments at the end of the meeting and then we'll that will wrap it up for the day so that's the agenda and we'll just kind of roll through here um just uh before I start that I did want to introduce a few new faces to some of you may not have have met some new people they just started really we have replacing Megan McDougall we have um BK Gail and she is the director of our executive office operations and she's sitting right over there and so if you get a chance after the meeting try to get by and talk with her she started uh last Thursday is that right so she already knows everything so she's hanging she's hanging in in there that's for sure and then I said replace Megan McDougall she's still here with us uh thankfully she accepted a part-time uh position and in our public relations area so she is kind of a a point of contact going forward and so I'm excited about her sticking around and being a part of our organization and

if you haven't met Megan she's sitting right there just raise your hand Megan okay there you go thank you and then we also today Crystal's not here today but she Crystal Leo and she is a staff assistant and we'll sit right in in the front area as you walk into the judge executive office area and so she started last week also and she brings a whole whole lot of good background and she's going to help us out immensely so I'm very excited about these these three that are with us and please get to know them and and they'll be answering a lot of the phone calls and if you come in to visit they'll be here and greet you and so um just wanted to thank you all I appreciate you also um we'll be voting some uh today even on our new Emergency Management director Joy Scott and if you haven't met him he's sitting right there looking very Dapper in his blue shirt nice tie and so get to know him he's the one that's going to be taken care of any planning and it would be a point person out there

if we have some really bad weather or or God forbid a disaster but we have to be prepared for these things so we we've we've got Joey here to lead to lead that and then also right next to him is our Deputy Emergency Management Richard DeWitt who has been here and uh so he's helping do a little bit of cross-training right now so excited about Joy being here and thanks for joining us today okay so with that our first order of business as I uh as I mentioned was we need to approve the Hardin County Fiscal Court January 24th 2023 minutes do I hear a motion to approve motion too second second any discussion okay hearing none if we'll have the real call Squire Clem yes Squire Hicks yes Squire Muse yes Squire Pennington yes Squire Saltzman yes Squire Thompson

I suppose that should abstain and view the fact that I was unable to attend the last meeting because of my health and when I abstain that means I go with the majority Squire Whitehead yes Squire Yates yes and just tall yes motion passes okay let's move on to the department in office reports and we're going to start with our Animal Control Mike mcnutts the director there good morning afternoon I'm sorry um okay for January of 2023 we adopted out 66 these first numbers are all dogs um I'm not for sure why they were ever separated well I know why they were separated in the beginning but our numbers for cats are just as good as so I need to condense the two which I'll work on but for dogs we're adopted 66 we returned 12 when we say return that means that people came to the shelter and got their animal
