Meeting of December 19, 2023

[Music] okay call this meeting of Ohio County Fiscal Court to order uh on the December 19th at 400 p.m. um and I am going to ask Jason bulock if he'll lead us s a prayer and pledge the FL bow your heads please Lord we just love you so much we just thank you for the day we have we uh we just ask that you be with us during this meeting that everything we do will be pleasing to you dear Lord uh that we watch out for the county and we ask that to continue the county grows and uh good things happen but dear Lord we just ask that you be with people over the holidays dear Lord that you be with them that some who might not have as much or be less fortunate that you be with them during the holidays dear Lord and and their needs get met we we also just want to thank you for the reason for the season we want to thank you for your son Christ dear Lord at your name we pray amen amen I pled Al to the flag of the United States of America and to the Republic

for which it stands one nation under God indivisible with liberty and justice for all I'll order some new begin to Dro well and it doesn't look too good when that happens okay before you you have the minutes of the uh uh meeting November 14th meeting no and November 27th special call meeting like a motion to approve both of those the meeting I make motion by Jason Bullock second by B Benny any discussion any corrections or additions to the minutes being none all in favor say I oppos like sign the minister approved before you you have the bills claims payments and transfers including A late list we need a motion to approve those not everybody at wants late I make motion motion by Bo

Bennett second second by Larry morphew any discussions any discussion on the bills and that audit did it cost 7500 to have an audit it usually cost around 40,000 to do an audit the 7500 was the single audit that we had to have that's just for the Fiscal Court the sheriff has an audit do we still have to be bonded I didn't think we uh you don't have not like the sheriff or the treasure have to be bonded for taking cash you don't have a bond but it's not a revenue Bond but I've seen this in the really low be a lot more than that on the sheriff's no it's a magistrates Bond yearly well the sheriff and the treasur bond are

about yeah Ys are lower because you don't hand any money and then you transferred from the general to the general what was that Weekly yeah that's his page okay what's the dollar amount it's uh it's just transfer from to General then transfer from General $116,000 that's I told you that's on the agenda so we have borrow the general fund emercy uh and I believe it was to pay the um what was that gr project that we did and we got that money in and so I paid it back to the savings account it was a cash flow I couldn't understand from too well it's from the general fund checking to general fund emergency savings that we have any other questions on or discussion on the bills claims payments

transfers B none all in favor say I hang on okay yeah yeah yep okay the bills and claims are paid um uh Michael and I have been talking about the uh patching we did on the walking trail at the park so go ahead Michael all right um so several months ago I had looked at the disarray some of the areas on the walking trail at the park I had talk B and uh I entertained a price the price ended up being $88,500 to do can you speak up a little I can't hardly hear you Mike uh I talked to Adams asphalt on a on a bid to do repair patch and crack filling work Trail uh due to the prices of material he said that he could get to it um this this year and he and he had the material but next year it would be more uh I had spoke with David in regards to it I have enough in my discretionary to take care of it so I went ahead and ask and to issue a PO for

it after talking to David and Jason um I just want to reach out to the other magist to see if any of you all wanted to pitch in on the um The Walking t the walking trail repair patch in crackville was on this bill and claimed for 8,500 if um if not that's fine but um and in the future I think this is something we should probably all sit down and discuss especially when it's Park related or something that impacts the entire County even though it is actually in my district but um anyway just like to reach out to the other magistrates and see if any of you all would like to to pitch in on that I don't know is there anything else do I need to make something in form of motion David well I just want to hear their pleasure on okay I I told Michael that I would go ahead and pitch in on something with him but I do feel like and I'm like Michael and I told him I think I told you in that meeting that anything Park related uh Jerusalem Ridge related uh Landfield related anything that's owned by the county all together whether it's in whoever's District that should be a countywide project and it shouldn't be loan to come out of discretionary monies of of of magistrates you know so I don't mind

this time to uh but next time something like that comes up I feel like maybe bring it from the court and let's see what we can do um because the park related thing shouldn't be relied on Michael to do every time right and I certainly want to participate with with it I won't be able to because I've got two parks and two well really three far departments in my districts where all my discretionary money goes I'm happy to contribute some as well okay y I think answer to that Larry I think your Parks equally with the rest of us your Parks shouldn't all be dependent on your discretionary money for projects I don't think that your Park should be depending just exclusively on you for your projects if you have projects I think that's something that's something we need to we need to talk talk about I think it's agreed okay so right now we have Kenneth and I and Jason I I think how was it how was this taken care of this I'm wondering if you might want to use lgaa

money to pay for it instead of using discretionary I think it's a great idea okay let's just do it that way and it don't hit anybody's discretionary money you want to make that Mo that's not going to hurt any that's not going to hurt funding I mean that's something we're okay in that situ we'll be okay I just feel like anytime I'll make that motion to use LGA money to cover the 85 $ okay I'll I'll second it second by K but in the future I feel like that those need to be Park related and stuff you know that's not Michael this was time sensitive or we talked about before we did it it had to be decided on right then so all in faor say I POS like sign you got the motion L GAA Ken and Larry both if you have projects on your Parks we need to we get them on a on a sheet we start prioritizing things for projects sounds good okay we have the clerk's U financial report for 2023 we just need to acknowledge we got it or approve it subject to audit whichever I'll make a motion that we
