Meeting of October 14, 2025

[Music] College Mingo Y came fiscal court to order on this 14th day of October 2025 at 5:00 pm going to ask U brother Clint White from the Hartford Baptist Church to lead us in a prayer and a pledge of allegiance. All right, bow our heads. Dear heavenly father, we thank you today for this time that we come together and and work on business for this uh county, this community. Uh Lord, we ask you to lift each and every one up uh that serves and allow them to do the best job for this community and this town. Uh Lord, we ask that this business be conducted in a way that's honorable to you and that brings glory to you. Lord, we thank you so much for all that you've done, the blessings that you've already given us in Jesus name. Amen. Amen. — Ask you to salute pledge. Let them right here directly behind me on each shoulder like over each shoulder. — Whereas October is National Breast Cancer Awareness Month, which is an annual campaign to increase awareness of the disease. And while we have seen an increase in mimography rates and a decline in deaths, there is more we can do. Uh and whereas national breast cancer awareness month remains dedicated

to increasing public knowledge about the importance and early detection of breast cancer diagnosis and treatment. hand. Whereas too many women do not utilize mamography at regular intervals, even though research indicates to the best available method of detection to decrease death rates. Now therefore, I, David Johnson, Judge Executive of O County, do proclaim October 2025 as breast cancer awareness month and urge all women and their families to increase their knowledge about breast cancer and join us to celebrate the success and memorialize uh lost battle. Next before you have the ordinance 2025-5 bow digesttor second reading. — As you know the first reading was passed two meetings ago. — I make a motion we pass the second reading. — Do I have a second? — I second. — Second by Dale B. You got it. — Okay. Uh I'll begin discussion. This is something we've been talking about a long time and uh uh there's there's a consensus among the court we know to do this. Uh our fiscal court does not have the right we don't have the legal authority to ban a industry from coming to our county. It's uh and we do not have countywide planning and zoning. So we have very little tools to regulate it. We do however have this biodigesttor ordinance which will severely regulate uh an industry of that sort coming in here and for all intents and purposes does ban it even though we really can't

say that we ban it. Uh so that's what we've got at this time. It's pretty much the entire uh uh it's got a a B the u I'm sure that the company we're looking at now will not come under these conditions. So with that said, u it's it's pretty much a dead issue once this ordinance passes. Is there any way you can make them not want to come there? — No. When they see the ordinance, they probably won't. And I don't think they want to come here bad enough to go out and try to take it to court. And it probably wouldn't stand up if they took it, but they won't. They know they're not wanted. They won't come. what part of the ordinance you think they don't like? — Uh, we're not going to talk about it much longer, but but the uh the Burm — the Burm is a beggy question. — Well, you you don't I'm not going to recognize you because you've been you're one of the ones that spread so much misinformation and and lies.

— But you you you were wrong. But nevertheless, it's going to pass and I'm even going to vote for it. But it's uh your information was you you caused a lot of fervor that didn't need to be done and a lot of — honesty does have a problem. — No, yours was the lies. Uh they might have gone ahead and looked at us if we hadn't had the BM in it. That's the containment area which is a huge concrete structure. That would be uh unreal to build. So with that in there, that would make them not want to come to us. — Well, the thing about it, judge, if we ain't got some kind of control, they can come in here and do whatever they want

if but we need a little bit of control over what comes in and what don't. — Yeah. Well, — that's my opinion. — Well, and and your opinion it won out. So, and I'm and I'm voted for it, too. So, uh we'll move on to something else. Bigger and better, maybe. Go. Uh, did you get everybody? Yes. — Well, — the bow digesttor ordinance has passed. — Uh, and I will say this uh in the office, we had a training last week on uh uh workplace things and open records and open meetings and all this thing. Uh and it said one it really had to be you had to define what uh uh you know ugly words were you say in the workplace. Profanity using profanity in the workplace sort of had to be uh defined. So when we put it to staff that we're going to have to define it they said well I don't know but the very top word on the list going to be bile digesttor. It's not allowed to be used here. So that's the top of the profanity list. Okay. Uh,
