Summary
Ohio County Fiscal Court – August 25, 2026
The court handled a routine agenda, approving minutes from prior meetings, paying bills, renewing the tax administrator's bond, and transferring delinquent property tax bills from the sheriff to the clerk. The court also acknowledged the sheriff's 2025 property tax settlement.
A key financial item was a motion authorizing the judge to request a DLG exemption from the 65% road fund spending rule, needed because of planned fall blacktopping. The court also set property tax rates, taking the compensating rate (no 4% increase) for the library tax for the third year in a row, and similarly held real estate and tangible property tax rates flat while approving the required motor vehicle/watercraft rate.
The court approved equipment purchases including a new triaxle dump truck (~$217,819) and a new truck (~$72,675) from Rex Foster Ford, while surplusing an old truck for auction. It also approved the ARDAP/IDA resolution which funds water plant debt payments, with about five payments remaining before payoff in 2030.
Deputy Coroner Donnie Pearson gave a detailed report on increased case volume (105 calls this year vs. 75 in 2019) and new procedures including DNA sampling and fingerprinting, along with pride in the county's dedicated morgue facility, which is rare among comparable counties.
The court approved three opioid settlement fund awards (Breaking Chains, My Father's House, and the Cabinet for Health and Family Services) totaling $28,000 for drug testing and transportation assistance. Magistrates also discussed mosquito fogging funded partly through discretionary funds, mowing equipment needs (a bat wing mower), and a lengthy presentation by a magistrate on concerns about data centers' water and power usage in Kentucky.
The meeting included a brief closed session with no action taken, followed by magistrate comments on road mowing, agricultural inspections, and community events like the Rosine/Jerusalem Ridge Festival.

meeting on August 17th. Um you can I'd like to have a motion to approve both of those. A second. — I make a motion. Second — motion Medell, second by Larry to approve the minutes of the August 11th uh regular meeting and August 17th special call meeting. Um is there any uh discussion, corrections or additions to the meeting minutes? Discussions, corrections or additions to me minutes being none. All fair say I oppose like sign. Motion passes. Uh before you have the bills, claims, payments, and transfers. And I also need a U motion and a second to uh pay the bills. — I'll make a motion. — Motion by Jason. Second by Daleo. Got it. — Uh is there any discussion on the bills, claims, payments, and transfer? Do we have any discussion on the bills,
- 2:40
payments, client, and transfers? Being none, all on favor say I. I. — Opposed like sign. The bills are paid. Uh, every year we have to uh approve the tax administrators uh bond. We have to renew it every year and it has come for the court for approval and it's just standard thing we do every year. — So do I have a motion to that effect? — It's the same as last year. Correct. — Yes. — I make motion we accept the tax administration. — Motion by Michael. — Second. — Second male. Is there any discussion? Being none, all on favor say I. — I. — Post like sign. The motion passes. Uh, is this next? Is that a clerk or a sheriff's item? — Transfer of link property tax bills. — It's a sheriff, isn't it? — Sheriff. — Yes. — Sheriff's. — Sheriff to the clerk. — Sheriff to the clerk. Um, we need to
- 3:53
move transfer the delinquent property bills from the clerk from the sheriff to the clerk. Uh, I need a motion and second for that. — Motion. — Motion by Bo. — Second. — Second by Michael. Uh, any discussion? Being none, all on favor say I. — I post like sign. — You can carry them over in the morning, Adam. — Uh, and we we need to uh approve the acknowledge that we got the sheriff's 2025 property tax settlement. I make a motion to acknowledgement of the sheriff's 2025 property tax settlement. — I'll second. — Motion by Michael. Second by Jason. Is there any discussion or questions for the sheriff?
- 5:08
Being none. All in favor say I. — I. Post like sign. Motion carried. Okay. I think I've talked to most of you about this. I hope I have all of you. Uh, as you know, we had a special call meeting and we uh approved our u resolution contracts for the uh flex money this year. And when we got to our conference, it first came out in the uh treasures uh classes that uh we have to have a motion because it's going to be over on our 65% of the road fund spent this half of the fiscal year. And uh us uh usually you only spend 65% or less, but the by black topping the roads this fall, it's going to put it over. So, we need a motion to allow me to sign a uh a contract uh a letter asking the uh DLG to approve us to exempt the flex funds from the 65% rule. — So move. Motion by Larry.
- 6:22
— Second. — Second by Dale. Any discussion? Being none. All in favor say I. — I. — Post lifetime. Motion carries. Okay. You've been presented. You've already seen these in the past. I believe the library tax rates and I believe that you took compensating. Is that correct? — Took compensating rate. And so we need a motion, a second for that. — Will you explain what the compensating rate is for people that don't know — that we do not take a 4% increase? — Right. — Yes. — And this is third year in a row you've done this. will go down as far as from 8.9 on real property to 8.5 8.9 down to 8.5 for personal property and the motor vehicle tax will remain the same at 4.2. — Okay. All right. We need a motion and
- 7:35
second. — I'll make a motion to — motion by Jason and second by both. Any discussion? Being none. All in favor say I. I. — Post like sign. Motion carried. Our library does such a great job, but I've got one beef with you. uh the the the court heard this before, but I want to tell you, you know, u we pushed a long time up in the uh uh up in the legislature, or not, we not me personally, but my office statewide did to not have to take the recommended uh appointments that the uh library sent us for the for board appointments. Well, you guys what you done, you kept sending me people I like, so I can't can't overrule that. So that we have a nice library board. I'm really proud of you. — Thank you. — Thank you. — We done vote on that, didn't I? — Okay. Okay. Now, we're ready for like our public hearing was a while ago
- 8:49
on our property tax. The first one is our real estate. Um, and uh I need a um uh as as you have in your pamphlet, I need a motion. I think we've said we're going to take option two. I need a motion to that effect on real estate. — Option two says a 4% increase. — Well, it's actually the same though. It leaves right exactly where it is now. It's still taking a cut. So, we can just say it stays the same. The rate's not increased. — Did I hear that motion? — Is that for all four of them? The tangible. — No. Oh, we do them individually. — I'll I'll acknowledge that — on the real estate. Okay. One. Who seconds it? — Second. — Second by Michael. Any further discussion? Being none. On favor say I. — I. — Post like sign. That one pass. We got two more to do here. Now we're ready for the tangible.
