Meeting of June 9, 2026

Call this meeting of Ohio County Fiscal Court to order on this 9th day of June 2026 5:00. Uh I'm going to have Brother Tim Moore from the Rich Crest Baptist Church if he would come up to the microphone and give us a prayer and a pledge to flag. — Let's pray. Father God, we come to you this evening, Lord, and first off, we I just want to give you praise and glory again tonight, Lord, for all that you do for us, Lord, and and love you continually pour out on us each and every day. Lord, we thank you for this community that you've given us here in Ohio County and just giving us a good place to live and and raise our families, Lord. We thank you for uh these willing men and women who are serving our community, Lord, to help it be better. Uh Lord, I just pray a blessing on them tonight, Lord, and their families, Lord. I just pray that you'll continue to uh lead them. As we uh prepare for business tonight, Lord, I just I pray that you'll guide them and and all their decisions, Lord. Help them to be wise. And uh show them what you have for our community, Lord, and and help them to make those tough decisions that they may need to make. Lord, I pray that you'll just continue to bless this uh community of Ohio

County, Lord. Uh we just pray for safety here, Lord, and and just ask that you'll continue to watch over us all. And most of all, Lord, I just pray that you'll just continue to work on our hearts and turn us into the people that you've created this to be. And I pray this in your precious name. Uh This is uh June is elder abuse uh awareness month. And for uh

obvious reasons uh I've been more aware of elder abuse uh month in the last few years. All right. Uh Y'all can apply. Okay. Uh who's going to take our pictures for us? Okay. Um uh Sonya, go ahead and and read your copy and I'll I'll sign this one. — Whereas older adults and people with disabilities of diverse backgrounds contribute to the well-being of this this county by working, caregiving, volunteering, and actively preserving customs and traditions. And whereas as we age, we build a mental by accumulating knowledge, experience, insight, and wisdom that can be shared to enrich our community. And whereas abuse of older adults and people with disabilities is a community concern affecting hundreds of people in Kentucky. And whereas abuse against older adults and people with disabilities is grossly underreported because of social stigma, embarrassment, and fear. And whereas adult abuse affects men and

women of all income and ability levels, all cultural and ethnic backgrounds, and all communities. And whereas elder abuse is everyone's business, it is important to strengthen our efforts to prevent prevent, report, and address elder abuse. Now, therefore, I David Johnston, Ohio County Judge Executive, do hereby proclaim June 2026 as Elder Abuse Awareness Month and June 15th as Worldwide Elder Abuse Awareness Day in Ohio County, and urge all residents to work together to reduce abuse and neglect of older adults and people with disabilities. — Okay, signing here. Uh the uh Treasurer's, I mean the uh Treasurer's and the Clerk's financial reports are uh accepted that we we've gotten them. Now I want to introduce to you our second highway district engineer, Ms. Neiter Henderson. She's going to give us an update on the 1903 highway. — Now you can help. — Go ahead. — All right, well, good evening. I do have um what I think is a positive update on the Kentucky 1903 road closure. Um last time I presented, we were um in conversations with the coal company about how to get Kentucky 1903 reconstructed. Um the conversations were not entirely

productive because um the former agreement from 2013 was so outdated and milestone dates were so outdated at that point that there was a lot of ambiguity about what could we enforce and what could we not. So since that time, uh we've went through a couple of different versions of the draft agreements, including one and I will say I I should have said coal company has been great to work with. They've been um protecting the interest of their company, of course, but then also they've been agreeable to the needs of the citizens and the KYTC in in getting this road uh reconstructed. So, we're we're grateful that they were were good to work with during the process. I I do want to say one update I gave last time was that the current opening date for for the 1903 was 2030. That was not a popular date at that point, but that was in an earlier draft. And I'm happy to report that the new agreement that we signed with the coal company, I think Judge you have a copy of that. — We do. — Uh is that the Kentucky 1903 has to be reconstructed and open to traffic by December 31st of 2028. That sounds like a long way off, but it's a year and a half from now. And building a road in a year and a half's time is is impressive.
