Meeting of May 12, 2026

Call this meeting of Ohio County Fiscal Court to order on this 12th day of May, 2026, 5:00 p.m. We're going to ask Brother Roger Chaffin to come forward and lead us in a prayer and a pledge to the flag. And Roger's from the Hartford Christian uh Church Christ. Hartford Church Christ. — Let's pray. Father, we come before you at the beginning of these proceedings this evening asking your blessings upon those who are gathered here uh for the business that will be discussed for the benefit of the citizens of Ohio County and just thank you for all of those that are giving of their time and and efforts for the service to be done and just pray that as they go through their time of uh business this evening, uh you give them wisdom that what they decide will be fair, more importantly, will be right. We just ask these blessings in the name of Jesus. Amen. — Amen. — I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. — All right. I can do a selfie. — Uh that's a good idea. — I I guess uh Emergency Medical Services Week and we have with us Jim Duke, head of our ambulance service, which we are very proud of. And Sonya, would you read the proclamation? — To designate the week of May the 17th through the 23rd, 2026 as Emergency Medical Services Week. Whereas Emergency Medical Services is a vital public service and whereas the members of Emergency Medical Services teams are ready to provide life-saving care to those in need 24 hours a day, 7 days a week. And whereas access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury. And whereas Emergency Medical Services has grown to fill a gap by providing important out of hospital care including preventative medicine,

follow-up care and access to telemedicine. And whereas the Emergency Medical Services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre-hospital nurses, emergency nurses, emergency physicians, trained members of the public and other out of hospital medical care providers. And whereas the members of Emergency Medical Services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their life-saving skills. And whereas it is appropriate to recognize the value and accomplishments of Emergency Medical Services providers by designating Emergency Medical Services Week. Now, therefore, I, David Johnston, Ouachita County Judge Executive, in recognition of this event, do hereby proclaim the week of May 17th through the 23rd as Emergency Medical Services Week with the EMS Strong theme, Improving Outcomes Together. I encourage the community to observe this week with appropriate programs, ceremonies and activities. — Okay. And we'll sign and we are proud of you, Jim. Okay. Like I said, it's National uh Police Week and we've we're going to proclaim it that. Sonya, would you read the proclamation? — Whereas this proclamation is to recognize National Police Week 2026 and honor the service of all law enforcement officers and the sacrifices of the men and women killed in the line of duty in 2025 while guarding our communities and defending our democracy. Whereas the Ohio County Fiscal Court salutes the men and women who do the difficult and dangerous work of safeguarding our communities. Police officers around the nation understand the tremendous responsibility bestowed upon them in protecting the freedom and liberty of all citizens. And whereas the men and women of our police and sheriff's departments are dedicated to protecting all city and county residents and visitors with respect and dignity against deception, violence, and disorder. And whereas the residents and visitors of Ohio County recognize the dangers of the law enforcement profession and understand the difficulties in performing the duties and responsibilities of a law enforcement officer. And whereas more than 800,000 law enforcement officers serve communities across the United States. And whereas while officers are ever vigilant, 113 police officers died in the line of duty in 2025, amounting over

27,000 line of duty deaths since the first death was recorded in 1786. And therefore be it resolved, I, David Johnston, Ohio County Judge Executive, do hereby proclaim the week of May 10th through the 16th, 2026 as National Police Week in Ohio County, and encourage all of its citizens to show support to the law enforcement officers who devote themselves to delivering exceptional service to this community and in communities across this great nation. — Okay. Need to put that on the Purple Wave auction. I'm asking to declare that in as surplus. I think we've already done it, but they said they couldn't find it in the minutes, so. We'll do it all at once. — Also, I've got a Jacobson fairway mower that is no longer operating at the golf course. Um need to surplus that one as well. No reserves on it. It will run.
