Ohio County Fiscal Court – June 25, 2024
The Fiscal Court handled a large volume of routine business, including approval of minutes, bills/claims, the annual wage scale and compensation schedule (reflecting a 3–4% CPI increase effective July 1), and amended salary orders for the Sheriff's and Clerk's deputies to reflect the same raise.
A major portion of the meeting was devoted to opening and awarding annual bids for road materials and county services — stone, steel pipe, primer/tack, blacktop, plastic pipe, HVAC/electrical work, ambulance service, and trash service. Most contracts were awarded, several with multiple vendors approved so the road department could shop for the best price. No bids were received for concrete, equipment/vehicle lease, or diesel fuel/gasoline, so the county will purchase fuel at the best available price without a formal contract. No bids were received for a new tri-axle dump truck either, but the court approved purchasing one from Kenworth on the road supervisor's recommendation, with delivery expected by late summer/fall; the old truck will be surplused and sent to auction in Alabama.
The court approved a resolution allocating TVA funds through the Industrial Development Authority: $880,000 toward water expansion plant debt service, $150,000 for the Bluegrass Industrial Park project, and $15,000 to Ohio County Tourism. The court also approved a grant for the County Clerk's office for election equipment (fully reimbursable, about $8,300), surplused two Sheriff's Office vehicles (a 2008 Chevy Tahoe and a 2012 Dodge Charger) for sale through GovDeals, and approved a resolution restricting certain rollover accounts so leftover funds carry into the new budget year.
Two personnel actions were approved by roll call vote: hiring Judy Trogdon as administrative assistant in the Road Department at $16.58/hour, and hiring Lane Goodman as a full-time Parks groundskeeper at $15.84/hour, filling a position left vacant after the previous employee's death.
During magistrate comments, a magistrate raised concerns that a Chero Bill road/paving project may have been dropped in favor of using the associated funds for other purposes, without proper notice to the court. Magistrates asked for written documentation and said the issue would be placed on the next meeting's agenda (July 9) for further discussion, with some magistrates arguing that if the money can't be used for its original purpose it should be returned. A citizen/court member also noted that a presentation from Maryann Piper (Ohio County United for Youth, requesting a donation) would be rescheduled to the July 9 meeting since she did not arrive in time.
