Meeting of July 22, 2025

[Music] call this meeting fiscal court to order. On this 22nd day of July, 2025 at about 5:00 p.m., uh we're going to ask Landon to lead us in a prayer and a pledge to the flag. — Bow your heads. Dear heavenly father, uh please to be with everyone here tonight. Uh let them have a safe travel on the way home. Please uh guide our fiscal court and making decisions that uh are best for our great county and everyone in it. Uh dear Lord, just thank you for all your blessings you give us each and every day. The reason being part of what we're going to pass here, which I've already got there in front of you, uh is let's do Scott's report first, uh from the KYTC. Thank you, judge. Members of fiscal court, uh most of you know Scott Phelps from Kentucky Transportation Cabinet, maintenance engineer section. Matt West is our branch manager and is also present tonight. So, we're going to discuss the uh 2025 or I'm sorry, fiscal

year 2026 rural secondary program. Um well, let me back up and let's want to discuss what uh last year uh the funds that we used. We found out that the uh the covert on 1414 we were going to replace, there were other funds to be used for that. So I put every one of the funds that we had available into 505 because that was the way it was worded by the fiscal court that any remaining funds would go into that. So it is under contract uh that covers resurfacing beginning at US62 and going over to almost to the the bridge over 165. So I we we made that decision with the way it was worded that helped us a lot and Frankfurt accepted that. So for fiscal year 2026, we have a total funds of 1.4 1,419,291. And the part that you're most interested in is your flex funds. So this year the county is receiving $391,285 in flex funds. That's 20% of our total.

That leaves the state portion as 1,ion28,06. So our recommendations number one, after talking with the superintendent, our number one recommendation is going to be to resurface 878 beginning at 1543 intersection which is there by Cedar Grove Church and carrying that all the way out to the Bre County line. So, it was just uh the second recommendation, uh it's going to be 369. Uh do resurfacing beginning at the ferry and trying to carry that all the way up to K1 Road. That's going to be a distance of 3.14 miles and a cost of 420,000. So remaining funds, there are 158,000 funds left over, $3,000 in funds left over. We are asking that we be allowed to
