Summary
Ohio County Fiscal Court – November 19, 2024
The court handled a full slate of routine business, approving the October 22 minutes, bills/claims/transfers, standing orders, and acknowledging several financial reports from the treasurer, clerk, and sheriff's office.
A major topic was funding for the Paradise Park project: after a committee meeting and some back-and-forth, the court voted 5-1 (Magistrate Morphew opposed) to pay for it out of emergency reserves, to be reimbursed later by ARPA funds. The court also set up a new bank account and a dedicated fund for an 'ARCH' program, and appropriated $20,000 to My Father's House for kitchen upgrades and remodeling, again passing 5-1 with Morphew dissenting.
Jailer Lisa Burlock proposed and the court approved joining a 'Pay My Jailer' collection service to help recoup unpaid inmate booking, bonding, and medical fees at no cost to the county. The court also accepted a bid from KNS Technologies to complete cybersecurity grant work, fully covered by the grant, and opened bids on the old Rosine house/cemetery property, ultimately voting to accept an $8,100 offer from Jacob Phelps.
A new 'Ohio County Badge of Hope' program was introduced, which will use donations to provide emergency overnight lodging or food assistance arranged through law enforcement for county residents in crisis situations; no court action was required beyond acknowledgment.
Following a short closed session on personnel matters, the court voted unanimously to continue funding a transportation-to-doctor program for county residents out of emergency reserves, in the amount of $25,000, through the end of the fiscal year (June 30), with a plan to pursue grant funding going forward. The meeting closed with committee reports, updates on a solar project, and the appointment of Jana Mohan and Larry Clayton to the extension board.
