Meeting of April 23, 2024

[Music] call this meeting of the Ohio C Fiscal Court to order on this 23rd day of April 2024 just after 5:00 p.m. going to ask magistrate uh Larry morphew to lead us in a prayer and a pledge to the flag Lord we come to you tonight thanking you and giving you praise Lord we thank you for your many blessings Lord as we conduct the business tonight give us the strength the courage and the wisdom to do it in pleasing to you and be with our country Lord just lead us and guide us in Christ's name amen amen I pledge aliance to the flag of the United States of America and to the Republic for which stands one nation under God indivisible Liberty J [Music] for before you have the April the 9th meeting minutes we need a motion to approve motion by Larry morphew second

second by Michael mckenny is there any questions discussion discussion questions or additions Corrections or additions B none on fav say I post like sign Minister approved before you you have the bills claims payments and transfers including A late list but probably one of the shortest Bill lists you ever get I need a motion to approve motion M Jason bullet second second by by Larry morphew any discussion on the bill and claims any discussion being none on fa I post like sign the bills were paid you have the Clark's report of delinquent tax transfers tax transfer that's where when the sheriff's of office declares them delinquent turn

them over to the county clerk to collect um so what we need to do is just uh acknowledge that we got best's report so move mo more you toled that we receive second acknowledgement second is that high or is that low this year or the delinquency number here uh it I don't know I didn't know how you know ad second okay any discussion B on like sign motion carries Chief G come up here and talk to us and you can bring your buddy with you if you want to uh my name is Pat G I'm Chief with Rockport fire department uh we're here

to request the use of our ARA funds to replace and upgrade a breathing air compressor and storage unit that we had go down on us about a year ago uh this is used to fill up our air pack bottels uh it would be very helpful to us to get that thing replaced and get back up and going where we we have been uh I've got two quotes or estimates I'll think it an estimate one at 47,000 the other one at 51,000 I run ad excuse me we'll need to run ad yes are y'all using your arpa money yes okay yes that's what we put it in on and we'll the difference if there's difference we'll take what we have left in our County funds to make up the difference on it we need a motion for advertisement so Move Motion second second Jason bu is there any discussion um b n on fav I poos like sign P but I want to tell you thank you

guys anytime I get to talk to fireman always thank you for what you do we're happy to be here we're not happy to be here we're happy to do what we do yeah good good I do have copies of all the the two quotes I do have well I don't think we actually need those let's get the ad when it comes in okay now who's going to place the at are you going to do it or you going to done here how you want do they'll probably need to write up the spec sir Charli yeah yeah you've got the specs for it would you have any problem talking to Charlie Shields and giving him y'all get the effects together and he get add in next week's paper and we get done by the time that this next meeting comes sounds good to meay we'll do thank Youk thank you um we don't have a close session plan one um but Larry morphew you have uh 20 24 25 the resolution right if you want to make a I want to make a motion that we use the

rest of our arpa money to go to the arts program and uh I'm really thaning to cantel and his crew does a super job with that they've helped a lot of people haven't they judge yes yes give a second I've got some uh I've got some remarks to make too I'll make the second because I'm I think it's one of the best programs we've done too but we we do need to think about where concerns we might need to think about helping some others something that goes along with Jimmy in in the future but but I mean I want to keep the art program going on yeah we can It's associated with the AR we can transfer from there too for for discussion I had a question go ahead we got a second yeah all right uh what's what is the remaining funds there and do you have that it's approximately 325,000 it's kind of a moving Target if that makes sense yeah I see some of them you approve don't use it all right I that my my concern was the the wording of the the remainder I know that these need to be spent but we had had some other people I thought that had show interest

and I just I just hate that we we don't need to try to take it from Jimmy after the fact so that that was my main concern I don't know if that's time to talk about it but I didn't know we were doing this tonight either uh but uh it's been a great program the vision for the arch program was to help with folks returning from being incarcerated to prevent recidivism at the second time I've got that word out that's Saturday uh but we ended up being more than that it ended up being that we actually had a prevention side of it in that the courts worked with us well and we actually started AC monitor system that's actually help people may going first place and gave us a supervision over them and all that so it's been it's been a great I'm well pleased with that it didn't come it didn't progress the way envisioned it but it actually done better so how much um and he's helped get the people back in the a bunch of yes how much uh money is left from what's already been allocated for

him when is when is his money run out uh what's left for this year plus about 160 for probably 160 total but this will solve that where we won't have to address it again this ter and you asked if I think somebody said I I see no problem if through through his office they wanted to I think they call it sponsor um kind of what Cent I think that can be done through the arch office if he was partnering with a program to kind of help some of these he could use that to sponsor or help us that's kind of what I was as long as it went along with the arch program yeah right yeah and I think what Michael was thinking about does absolutely goes along with it but we're looking for something else to help them tell you we we're going a neighboring County got some other funds for that we're going to try to see if we can get them online to get some of well yeah as long as the AR program was using something that is successful and was helping the arch program I don't see why that we can't eventually partner with that or work with
