[Music] down call this meeting a l came Fiscal Court order uh on this uh 28th day of January 2025 5:00 P p.m. going to ask Jason Bullock if he will lead us in a prayer and pledge of flag your heads please dear Lord first of all we just love you and thank you for all the blessings you've given us in life we just ask that you continue to be with us tonight as we meet um we ask that you be with our residents in Ohio County dear Lord we ask you that um things prosper and grow and U people's lives are blessed Lord continue to be with them when those are down that you can wrap your loving arms around them and comfort them during this time and situations Lord again just thank you for the blessings of life that you've given us in your name we pray amen [Applause] [Music] to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy Justice for All Before you have the January the 14th

minutes and then you may motion to approve motion by V benett second Michael McKinny on the minute yes uh is there any discussion Corrections or additions discussion Corrections or additions b n all in favor say I I oppose n motion carries before you you have the bills claims payments and transfers need a motion motion motion by B I'll second second by Jason Bullock any discussion yeah and what's this ad on Tower that's where the county uh was gifted that Tower and the land so we had to add it on to our insurance okay how about the airport entrance sign $1,500 um the airport has no sign out there uh and they're looking at getting it entrance sign to it why can't they get a little one like the road department that's a little high for a

sign well that's that's up to you they haven't ordered it yet have they no it's pretty it's you know they they uh Airport's pretty important for them know how you have $1,500 judge that's a little ridiculous I won't vote for the bills passing I do which the bulk of it is a sign but I do think that also is um they have a vehicle out there that when people businesses fly in uh they're able to use that vehicle to get around in the county uh and they out for that vehicle also yeah yeah the lettering on that to you that's they can get a sign cheap for $1,500 I believe that they were looking at one similar to the one out here not quite as big but similar to [Applause] that any more discussion any other discussion on the bills last week or last meeting that 20,000 now what did it did it come out of the uh uh arpa money that was uh appropriated to my father's house we

didn't bid I mean we didn't vote on giving them 20,000 did it come out of the uh arpa money yes I mean well at some point it did but it was in the general fund when we award it wasn't in the general fund judge on uh 23rd of April we designated to give all the rest of the money from the American Rescue plan 42324 did it come out of that planone the 20,000 which was voted on by motion and the minutes when mirand have to look at that it was after the 23rd and then the 182 for the Rosine Museum building were moved into the general fund and then everything left in the arer fund went into the arch fund can I have a copy of from the April 23rd of all the ARA money and have what's been spent out of it sure okay but that 20,000 come out of

this yes well I'm just you all voted on it so we didn't we voted after the 23rd man when we appropriated all this money you can't go back and take money out of it that's your all that's not me that's your all to discuss was voted on it was voted on okay um well now bills claim payments and transfers all in favor say I I oppose n nay One n the bills are paid uh on the uh bo Hospital Tony's here but I'm going to tell him his name's on the agenda but I'm going to tell what it's about first um is all of you that's on the court then remember we uh agreed long time ago to let the hospital use our bonding authority to uh uh fund the expansion on the hospital there was phase one and phase two well uh we did phase one just like we started with the

USDA well time we got ready to do phase two there was a better financing opportunity with uh I had it marked where tell name comp comper with comper at a better rate than USDA so what I need a motion on is allow me to go ahead and sign the paper with comp here just like you already authorized me to do with USDA for the hospital expansion and renovation how much are they needing do you know it's well it's the same as it was in the beginning uh uh what did we say 10 million up to 10 up 10 million yes and that's that's consistent with what we did along the beginning we just move this much of it from USDA over to this comp there yeah I don't have a problem with that and I don't I sure don't see Davis County come and take our Hospital over no we don't we don't either I don't want to see that I need a motion to sorry I'll second for well already did second for discussion was the right change well the bottom line was originally with

USDA I mean USDA rate was extremely nice rate the problem was that when we got close to finish up phase one the USDA representative came to me and said Tony we need to have a talk and he said the way everything's written you cannot close this loan until phase two is done interest rates went up through the ceiling yeah so we would not have been able the amount of money that we were borrowing for phase two would have been eaten up with more interest rates he wouldn't let us close it so we asked him we close phase one get it done start making payments and then go and basically break it half and he said you know the amount of money we were boring Federal from the federal government was a freckle he said we don't want to go to that trouble and expense to do that so what we decided was to cancel the remaining portion along with USDA close that loan and then go out and try to secure it because phase two is a little more complicated because phase one was new construction phase two is we're renovating so you have to vacate so we can renovate when he gets done know that then we go to the next one so the period of time was going to be a 2 or three year period to get everything completed and they just couldn't afford that long period of Interest the reason we revisit back y because I I wasn't author to sign the uh I was there that paper with you

were the you were the how much have y'all already paid back ballpark figure you know sir percentage wise well actually because we just finalized it here recently it's not been a significant portion but we're at 2.25% on that first one so most of our payment is going to principal it what was it a 20 year 25 year turn it's actually a 30 30 year ter 30 year turn but at 2.25% that's pretty attractive rate unfortunately just because what I said we would like to continue it they W to let us do that for another two and a half three years and that was going to kill us on interest aone in this second phase I can get real excited about but we won't go in that tonight but it's it's really going to add a lot of wonderful facility a lot of new services and make what there now a lot nicer and easier to take care of I like her little hospital I had surgery there Thursday Did you well that you were in the new surgery building which was phase one yes I'm sure that you uh appreciated the looks of that a little better than the old surgery we had if you ever had surgery in the old person the closet you used to go into yeah it's
