Meeting of February 10, 2026

[music] [music] call this meeting of Ohio County Court to order. Uh on this uh 10th day of February 2026 at 5:00 p.m. going to ask brother Scott Parker to come to the mic and lead us in a prayer and a pledge to the flag. Let us bow together. Our gracious heavenly father, we thank you for this day that you've given to us and this opportunity that we have to come together. God, we thank you for the beautiful weather today and we thank you for the county in which we live, the blessings that you have poured out upon us. Lord, we thank you for getting us through this season of the cold and the ice and the weather. And we thank you for all those who have worked so diligently to prepare our roads and our schools and to repair our water lines. God, we thank you for all those that have been working so hard over this last month. God, we pray for this meeting. We pray for your blessing to be upon it. We pray for those in the positions to make the decisions that would affect our county that you would give them wisdom, that you would give them guidance and strength, Lord. that you would provide for the needs of all those in our

community. We think of those that are in in need, Lord, and we pray for your blessings to be upon them. We thank you for all the services that you have provided for us. And God, we pray that we would be one. We know there are many ideas, many different opinions, but God, we we come together in our shared love for this community, for Ohio County, for our cities and our towns, for our state, and for our country. Lord, we pray that you may unite us together. May you bless this meeting and all those that are here in attendance. And may everything be done bring you honor and glory as you continue to provide for us. And we thank you for all the many blessings that you've given us in Jesus holy name. Amen. — Amen. Thank you, brother Scott. Uh, Brother Scott Parker is from the Hartford Christian Church. And again, thank you very much. Behind me, we have some distinguished guests. Miss CC Robinson from the Ohio County Healthcare along with Dr. Skibba, who is a heart doctor there, and we're fixing

to recognize HeartM. So, it's quite adequate. I It's important to be here. and and and then and then then we have uh Miss Shelley Sha who is the boss of the hospital — in Ohio County Healthcare. — Right now we're going to do a proclamation for health month and because of me stuttering and not reading as fast as Sonia, Sonia's going to read it. Whereas [snorts and clears throat] heart disease is a staggering health problem and a leading cause of death for American women and men. And whereas there are steps each of us can take to prevent this chronic disease, in a time when one in three adults in the United States is living with some form of cardiovascular disease, American Heart Month provides an important reminder that it is never too early to take action to improve your heart health. And whereas all Americans should be aware of risk factors that can lead to heart disease, including high blood pressure, high cholesterol, diabetes, obesity, physical inactivity, tobacco use, and family history. practicing everyday habits such as eating a balanced diet, maintaining a healthy weight, limiting sodium consumption, exercising regularly, avoiding tobacco, and moderating alcohol intake can reduce

these risks. And whereas during American Heart Month, we honor the health professionals, researchers, and heart health ambassadors whose dedication enables countless Americans to live full and active lives. Be it resolved, therefore, that I, David Johnston, judge executive of the county of Ohio, do hereby proclaim February 2026 as American Heart Month in Ohio County. And I invite all of our citizens to take an active part in their health and wellness. Let us rededicate ourselves to reducing the burden of heart disease by raising awareness, taking steps to improve our own heart health, and encouraging our colleagues, friends, and family to do the same. — Thank you. — The minutes are approved. Uh next to you, you have the deals, claims, payments, and transfers. What vouchers — for uh the uh opium recovery? — Okay. I didn't even know we had one on this bill. — There's not any on this bill. — What?

— Not any on today's bills. — I know, but I the one just been on there or who who has authorized them? — I can maybe answer that. There has been times when ASAP has had like a revolving just a pot of money sitting there and it was with River Valley and if anybody came through that needed one River Valley would send it over and it would get authorized it would come out ASAP money. Now I don't know if that's the case. — Well, — but that's the way it is. — It's it's been come in and and uh actually uh everybody approves them once they make the bills and claims list. But I'm asking that ain't I'm asking you to authorize them to put them on there. — Okay. I'm I'm assuming it's just when they turn one in from the father's house. — It's budgeted for assistance. As the opioid money, — yeah, — those papers that I gave you, I mean, — it's for it's for it's just for that sort of thing. Yeah. It's just for help with the opioid problem, — but somebody has to authorize to put it on there. Uh — Cassidy, can you explain this next deal?

We had to make amendment because of the jailer's salary this year, not the one we're fixing to talk about. — The jailer salary is budgeted for I don't have it with me. I'm sorry. Um for the correct amount and it was in the wage scale was voted on last year for the correct amount. Now, however, the annual compensation that we put on bill on the amendments, I think that's in the end of June, that amount did not get changed. So, it is reflecting the previous year's salary. So, we just need to do an amendment to show the correct compensation for the jailer. — And the correct amount is now 16. There it is. Tell Say that again.
