Ohio County Fiscal Court Special-Called Meeting Summary
The Fiscal Court met briefly at the Rosine Barn for a special-called session with two agenda items. First, the court authorized Judge Wallace to make an offer to the Woosley heirs to purchase roughly 2.5–3 acres near the Brick House Crossroads Store. The purchase would be funded with federal (ARP) money, not borrowed funds, and would provide space for a septic system currently causing issues for the barn and store. The motion passed unanimously.
Second, the court approved signing a letter of intent with the law firm Frost Brown Todd related to bond financing for the hospital. Because the land under the hospital is owned by the Ohio County Facilities Corporation, the county is technically involved in the paperwork, but the amended documents clarify the county will not be responsible for any attorney fees — those costs will fall on the hospital. This motion also passed unanimously.
After the formal agenda, magistrates discussed an update on a possible sale of county-owned real estate near the landfill to Republic Services (Public Services). No formal action was taken; officials noted the county currently earns significant annual revenue from the arrangement and expressed reluctance to give that up. They planned to gather more information after meeting with landfill officials later in the week, including questions about liability for land reclamation and whether mineral rights could be separated from any land sale.
No other business was conducted, and the meeting closed after some informal conversation, including a humorous anecdote about a picnic near the landfill.

- 3:45
made amended documents to reflect that we would not be responsible for any attorney fees this is going to be between the hospital but this law firm will be uh representing the hospital and and obtaining the bond well we still maintain the uh the uh ownership of the law yeah we still own the land and and everything they're just uh but we're not gonna have to pay for none of them no i mean we don't accept this proposal [Applause] on yeah they're closed in the white avenue yeah property that they've done or something but tradition will be owned that's straight the street will be no longer there and flight avenue no longer exists and the hospital will be across that street they bought my hands my aunt's house is right on crossing mcmurtry across from the nursing home off the house okay so we got a second section any further discussion [Applause]

thing now on facebook say aye aye opposed like santa hopefully get started on this because i mean this is something we look they've looked that us well i thought we had already done it once yeah but i i can't remember what there was a change where they that's not going to specify that we don't pay the legal fees oh okay yeah and previously forgot what the reason was like they've been so slow to get you started i don't know i i i think there's been some some frustration from the uh the hospital's been a little frustrated with some of that i mean it was probably a couple of years before cove would ever hit and we did that yeah they're no fault of the court we haven't been involved in that since land acquisition is on the on the uh agenda we'll we'll be able to just a little bit close out there about the acquisition proposal in the other direction go the other direction you know our mid thursday meeting oh oh right here the white house well that's the direction yeah it gets good generally the same thing just a quick update and i don't know what's going to come of it justin and charlie and i are meeting with officials from the landfill your public services on thursday
- 6:14
they're going to buy the real estate owned by fiscal court down there uh if any facts will br i will bring to you guys and when we find out it's legal i don't think we can do it i believe you have to have beds we'd have to advertise it for beds and they may not get it some other somebody else might buy a landfill how much land is it well let me ask you this justin can't we did it i mean with the refusal to always refuse it because we've got a contract with him yeah we've got contracts then we left for another contract yeah i mean if if we do have to take any bids or anything of that nature and tend to request any business i mean it would have to be with uh with republic's uh signature of earth i think y'all are not going to want to do it because it's pretty good income for us that uh playing field yes i'm thinking we would not want to sell here's my thing about rainfield i agree with that we do who wins one republic or whoever gets something leaves who's gonna be liable for that later on down the road land the reclamation yeah they have a blue bond they kind of reclaim as they go but there is still
- 7:26
but it should be bonded and it is it's very similar to what you do at the match yeah i wished her tonight with the other cuddles since the glory days have been damaged about competition one time when they started it there wasn't any more land but now we've been just throwing us out there if you wanted to i mean we did this once before i remember on the job course just putting it out there to see if anybody was interested we could just see what the bid would be and what their unless you already know the price i don't want to top my head i mean it never hurts to know your assets but okay i don't understand but can you do a bid with the contractor they have a contract for no i don't know what they're thinking about offering i mean i don't and what's the top i can't tell you what revenue we're getting it's about 185 200 000 yeah it used to be over two but it's less than two it's a little less than two hundred thousand right now we get revenue from it okay so we have to get a pretty good price out of it yeah that's really gonna make up for i mean they would and we don't need the cash flow right now so that thing will happen
- 8:41
but i'll bring all the facts to you i won't leave it i won't i'll bring all the things let me ask you this why there or why are they wanting to well we don't know this will be our first meeting they call charlie shields and charlie that's some questions that will be asked can't you sell the land and not the minerals under it or maybe it's not under well i don't know how that would work that would be kind of quick probably can you sell it anymore yeah you always sell land yeah minerals i thought we could use that you know place you know later on that mountains getting the hills getting so big plant trees for you know a few years ago when kevin phelps was still with the republic and y'all know him from being a public master now but anyway he had a picnic down there bill and i went down and of course the landfill office right by the sewer system down there everything and they had some nice looking hamburgers and they had a bread out there like you won't believe and the big old green fly landed on my hamburger
